Education is the most important plan of the century;teachers are the most important plan of education.Teachers play an important role in quality education,and teacher mobility plays an important role in regulating the balance of education.Since 1978,China’s education reform has been going on for more than 40 years.From compulsory education to the teacher system,from the smallest to the largest,from the "nearby school" to the "teaching evaluation",China’s education reform is deepening.With the improvement of China’s economic development and the quality of the nation’s people,all walks of life are paying more and more attention to the field of education,from education equity to education quality,from the phenomenon of"school choice" to "home-school association",the field of education that people are concerned about is The field of education has been expanding.Due to the influence of policy direction,economic development level and regional culture,there is a general difference in educational resources between regions in China,and the disparity in educational resources between regions is one of the reasons for educational injustice."Promoting balanced development of compulsory education and fair education has become one of the most important topics in our society nowadays.The innovative teacher mobility mechanism,with better policy guidelines to break the original teacher management system barriers,is more conducive to achieve the organic flow of urban and rural teacher resources,to promote teacher management system changes.Based on this background,this thesis combines the actual work of 26 public elementary school in H District,B City,as an example,to study the implementation of county managed school recruitment policies.Based on the Smith process model theory,an analysis framework for the implementation of the "county managed school recruitment" policy was established.Two analysis methods,namely the "Social Research Method" and the "Public Policy Analysis" course Chinese literature review method,and questionnaire survey method,were used.Questionnaire samples were collected and analyzed using questionnaire stars and SPSS technology.The text and data were combined to analyze the policy itself,the executing parties Analyze the problems in policy implementation from the four levels of target groups and policy environment,and propose corresponding solutions for the problems in the implementation of school recruitment policies in H District,B City.The paper is mainly divided into four parts: The first part is the background and research significance of the county management school recruitment policy;The second part is about the relevant concepts of county management school recruitment and the theoretical basis of the Smith model;The third part is the current situation of the implementation of the school recruitment policy in H District,B City;The fourth part is the main body of the paper,which analyzes the problems and causes of the implementation of the county managed school recruitment policy.Based on the reasons of the policy text being not scientific enough,the execution subject being weak,the target group resisting,and the mismatched execution environment,corresponding solutions are identified to continuously improve and refine the county managed school recruitment policy in H district,improve the mobility of teachers in the county,and achieve the goal of high-quality and balanced development of education. |
