For a long time,influenced by the dual structure of urban and rural areas,the allocation of urban and rural education resources has also appeared dual structure,and the trend of polarization has become increasingly obvious,hindering the overall development of urban and rural education.The "County-Managed School Employment" policy proposed by the Party and the government of our country is of great significance in narrowing the educational gap between urban and rural areas and realizing the equalization and fairness of urban and rural education.Tunliu District,Shanxi Province responded to the national call and actively promoted the "CountyManaged School Employment" policy."Policy,but in the process of policy implementation,there is a phenomenon of policy implementation deviation,which makes it difficult to achieve ideal results in the implementation of the "County Management School Employment" policy.This thesis conducts field visits to 10 primary and secondary school staff in different school stages,different disciplines and different levels in Tunliu District,collects literature and materials,and conducts research on 4 principals in charge of policy implementation,58 diverted teachers from T Middle School and some parents.In-depth interviews were conducted,and then the documents and interviews were processed to objectively and truly understand the current status of the implementation of the "County Management School Employment" policy in Tunliu District.Although the process of implementing "county management and school recruitment" in Tunliu District,Shanxi Province has met the demands of the policy implementing agencies to a certain extent,the policy implementation process has reflected the existing problems in the education system in the district,which has caused the flow of teachers.predicament.Based on the above problems,this thesis comprehensively studies the causes of the problems existing in the implementation of the policy of "county management and school employment" in Tunliu District on the basis of using the T Smith policy implementation model.The county-level reform promotion leading group should continue to deepen the policy,optimize the policy text,and further specify the management plan.Promote teachers to actively join the "county-managed school employment",have a precise understanding of the policy goals,promote the improvement of teachers’ ideas and professional quality,strengthen the "humanoriented" management of teachers in primary and secondary schools,and improve teachers’ skills.Full of positivity.Improve the speed of implementation of the leading responsibility of the executive agency,pay high attention to the innovation of the mechanism,carry out gradient teacher communication on the basis of pilot experience,gradually increase the scope of communication,and carry out the reform of "county management and school employment" for teachers in many aspects.Improve the implementation environment of the "County Management School Employment" policy,make the implementation of the policy more transparent,pay high attention to the supporting reforms,and build a flexible and stable conventional coordination mechanism to carry out teacher management work.
