| The policy of "county management and school recruitment" is a new mechanism for the management reform of primary and secondary school teachers currently being implemented.Through the overall management and reasonable allocation of teachers within the county(district),the unbalanced allocation of teacher resources within the region and between schools can be solved,so as to promote the balanced development of compulsory education,realize superior teachers and excellent education,and improve the quality of education.Since 2014,the Ministry of Education,the Ministry of Finance and other relevant government departments have issued a series of policy documents aimed at promoting the smooth implementation of the reform of "county management and school recruitment",and in 2015 and 2017,49 demonstration areas of "county management and school recruitment" management reform have been selected in 25 provinces and cities(districts)nationwide for pilot.Follow the pace from local pilot to the whole country,to promote the reform to take root.Z District is one of the first demonstration areas of the reform of "County management and school recruitment" in China,which has certain representativeness and research value for the practice of the orderly flow policy of teachers in compulsory education stage in border areas and central and western regions.Therefore,the implementation of the policy of "county management and school recruitment" of compulsory education schools in Z District is selected as the research object.This paper mainly from the following aspects: First,through consulting and analyzing the nationwide "county management school recruitment" policy related documents and literature,to understand and master the implementation of the policy;Secondly,using the methods of questionnaire survey and personal interview,this paper sorts out the basic situation,basic practices,supporting measures and achievements of the implementation of the "county management and school recruitment" policy in District Z,and uses the Smith policy analysis model to discuss the existing problems in the implementation process of the "county management and school recruitment" policy in District Z as follows: the macro policy is difficult to meet the actual needs;The main body of policy implementation is under great pressure and more considerations;Teachers’ communication enthusiasm is not high,the role is difficult to play;The inherent problems of the construction of teachers and the deviation of social cognition;Finally,in order to better carry out the "county management school recruitment" policy in District Z,from the policy itself,policy implementation subject,policy target group and policy implementation... |
