Guangdong,as a major food production,distribution and consumption province,has a long history of food culture."Food in Guangdong" speaks of the richness and diversity of Guangdong’s cuisine and reflects the people’s emphasis on food and the pursuit of food.Some traditional local foods and snacks with Guangdong characteristics are spread and inherited through the production and processing of small workshops and food vendors,meeting the needs of different groups of people,providing convenience for people to buy cheap food with the taste of childhood,and creating jobs and reducing social pressure.However,with the improvement of people’s living standards,food is no longer just to solve the level of food,people began to focus on food safety issues.As an important mode of food production and processing,small food production and processing workshops are an important carrier of China’s food culture.However,due to the low threshold of food production and processing,food safety is difficult to be guaranteed,which directly affects people’s life and health safety,and also brings trouble to food safety supervision,thus limiting its own development.In the face of the increasingly serious food safety problems,it is of great value and significance to develop a food safety supervision system that meets the characteristics of small food workshops and to propose a feasible and effective food safety supervision method.In this Research,we use literature research method and interview method to study the new public service theory of changing the working style of government departments,the theory of information asymmetry between consumers and producers and operators,and the theory of cooperative governance of multi-governance to understand the industry profile of small food workshops in L County,Heyuan City,the basic situation of regulatory bodies,regulatory means and the effectiveness of regulation.We also analyze the basic conditions of the supervisory subjects and the views of the supervisory bodies on food safety management of small workshops,and further sort out the problems of insufficient supervisory manpower,backward supervisory means,and insufficient social governance in the process of supervising small food workshops in the county.Finally,by learning from the supervision methods and experience of food safety of small workshops in other places in China,we propose feasible countermeasures and suggestions for the supervision of food safety of small workshops in the county.It is hoped that the research cases developed in this paper based on regulatory subjects,regulatory objects,regulatory means,and social co-governance will help food safety supervision of small food workshops in L County,Heyuan City. |
