Research On The Social Co-governance Pattern Of Small Workshops In Food Production And Processing

Food safety is not only the basic prerequisite for human survival and development,but also an important indicator to measure people’s quality of life,social management level and national legal system construction.Food production and processing small workshops is an important carrier of meeting the needs of people’s life,inheriting regional ethnic food and absorbing employment.Meantime,however,the practitioners knowledge level is not high,the poor production facilities and equipment,the quality missing links,are becoming major disaster areas of food safety incidents.Constrained by the environment of the ministry system,heavy law enforcement load at the grassroots level and scarce public law enforcement resources,it is unrealistic to expect implement food production processing small workshop food safety management only by the single governmental governance.Therefore,it is of great significance to study the social co-governance pattern of small food production and processing workshops.The paper investigates Z area of Guangzhou,obtaining representative food production and processing of small workshops data,analyzing the laws and reform on food production and processing small workshops of our country and Guangzhou city in recent years,analyzing the problems and the causes of the current management mode objectively,absorbing the successful experience of both at home and abroad,exploring the management methods of solve the problems of food production and processing small workshops.Through the above studies and research,the paper proposes improvement measures of the food production and processing small workshops social co-governance,by "party committee leadership,governmental regulation,social support,public participation,technical support".It provides a new theoretical perspective and a social co-governance model for the food production and processing small workshops and a theoretical basis for the follow-up research.
