Study On The Problems And Countermeasures Of Government Functions In The Supply Of Infant Care Services

In recent years,the birth rate of our country is declining continuously,and the aging problem becomes more prominent.In order to adapt to the change of population structure,our country has changed greatly from controlling population to encouraging birth,and the general tone of population policy has shifted greatly.The focus of our work has shifted from limiting population growth to constructing the child-friendly environment and perfecting the birth support system.One of the important aspects of this is developing infant care service.In the supply of infant care services,multiple subjects such as families,markets,governments and social organizations are involved.The government plays a crucial role in promoting the supply of infant care services by providing planning guidance,policy support,business guidance,supervision and management.At the same time,it is of great practical significance to analyze the problems existing in government functions in the supply of infant care services,find out the reasons and put forward targeted countermeasures and suggestions for promoting the development of infant care services and improving the overall level of childcare services.On the basis of domestic and foreign studies on infant care services and government functions,and under the guidance of new public service theory,collaborative governance theory,welfare pluralism and other theoretical bases,this thesis adopts research methods such as case study,interview and questionnaire to start with the current situation of population development and change in Binzhou in recent years and the reasons affecting the reproductive intention of the child-bearing age groups.It shows that the public has a strong demand for infant care services,which leads to the importance of the government’s function in the supply of infant care services.Through the discussion on the function of the government in the provision of infant care services in Binzhou and the results achieved,it is found that there are still problems such as lack of scientific systematic planning,the policy support for personnel training is insufficient,lack of coordination and initiative in business guidance,and imperfect supervision system.The main reasons for these problems are incomplete change of ideas,the coordination mechanism of departments to be improved,unsound professional personnel allocation and insufficient financial input.Finally,in view of the problems existing in government functions in the supply of infant care services,this thesis proposes countermeasures and suggestions for government functions to play a role in the supply of infant care services from four aspects,including promoting comprehensive planning and guidance,optimizing talent training measures,improving business guidance ability,and improving supervision and management system,so as to promote the development of infant care services and meet the needs of the masses.Build a childbearing friendly society.
