Research On The Optimization Of The Role Of Jinan Non-Local Chamber Of Commerce Under The Background Of "Releasing Administration Service"

The reform of deregulation and service in the field of social organizations has strengthened social forces,stimulated social vitality,and provided favorable conditions for social organizations to participate in public life.The development of foreign chambers of commerce has benefited from the positive impact of the reform,and it has become a partner of the government to participate in social governance and a major force to boost the development of the two places.In recent years,foreign chambers of commerce have played an important role in building the bridge between the government and enterprises and the two governments with their unique advantages such as geography,decentralization and economy.At present,the research on remote chambers of commerce has made some achievements in both theory and practice,but under the background of the reform of regulation and service,remote chambers of commerce are facing new opportunities and challenges,and the role of remote chambers of commerce is uneven.Therefore,how to effectively make use of the opportunities brought by the reform of delegating power,regulation and service,and give full play to the role of foreign chambers of commerce is still an important research topic.The first two parts of this thesis classify and summarize the studies of domestic and foreign chambers of commerce on the basis of relevant theoretical basis and domestic and foreign research review.The third part explores the practice of the reform of administration and service in the social field,including the legalization of the identity of the governance subject,which promotes the new collaborative governance model,enables the cooperation between the government and the foreign chamber of commerce;the implementation of relevant policies helps to cultivate the foreign chamber of commerce;continuously optimizes the development environment,and helps to regulate the behavior of the foreign chamber of commerce.At the same time,it also faces the challenges of standardized organization construction,professional talent team,and honest self-discipline construction.The fourth part of the reform of delegating power,administration and service has enriched the role of Jinan foreign chambers of commerce.For example,building an information exchange platform,gathering political consensus,boosting the economic development of the two places,assuming public responsibilities and maintaining social order.Its functions are characterized by regional differences,synergistic development,pluralism and public social participation.In the process of studying the role of foreign chambers of commerce in Jinan,there are also some problems that can not be ignored: the inaccurate identity positioning of participating subjects,the lack of internal organization content construction,the obvious differences in the role of different chambers of commerce,and the low efficiency of supervision.The main reasons for these problems are the lack of external policy environment support,the immature development of some foreign chambers of commerce,the local economic level differences and the lack of regulatory mechanism.The sixth and seventh parts draw lessons from some characteristic practices in the reform of regulation and service in foreign chambers of commerce in China,such as the construction of Shenzhen and the customer service mode of Beijing Fujian Chamber of Commerce.And for the role of Jinan different chamber of commerce play a dilemma,put forward the optimization of Jinan different chamber of commerce from clear specific laws and regulations guidance,form a professional chamber of commerce management system,enhance the ability of information resources sharing,establish a comprehensive regulatory process,make the Jinan different chamber of commerce accurately grasp the new opportunities of the reform of pipes,promote role into full play.
