Research On Enterprise Credit Supervision In Lianyungang Development Zone

A sound market economy system is inseparable from a sound social credit system,and enterprise credit is the important component of the social credit system.With the in-depth reform of commercial system in China,the number of enterprises has rapidly increased.So that the problem of mismatch in enterprise credit supervision has become increasingly apparent.Lack of credit not only blocks the long-term development of the enterprise,but also hinders the overall progress of the society.Focusing on “Easy Entry and Strict Supervision”,how to build a new supervision system with credit supervision as the core and strengthen enterprise credit supervision is an important subject Lianyungang Development Zone is facing.This thesis focuses on the enterprise credit supervision in Lianyungang Development Zone under the background of commercial system reform.After defining the core concept of enterprise credit supervision,it uses the theory of relationship between government and market,the theory of administrative right to know and the theory of government governance.Using the interview method,it comprehensively analyzes the current situation of enterprise credit supervision in Lianyungang Development Zone.From three major aspects of the data collection of enterprise credit supervision,the efficiency of enterprise credit supervision and the binding force of enterprise credit supervision,this thesis sorts out the existing problems of enterprise credit supervision in Lianyungang Development Zone and analyze the causes.Then,using the literature research method and comparative analysis method,it draws on the specific practices of domestic and foreign enterprise credit supervision.At last,the thesis puts forward countermeasures and suggestions to improve the enterprise credit supervision in Lianyungang Development Zone from three major aspects: first,in terms of enterprise credit supervision data collection,the zone should deploy an integrated enterprise credit supervision data sharing mechanism,clarify the scope of enterprise credit supervision data collection and improve the execution of data collection of grassroots credit supervisors.Second,in terms of the efficiency of enterprise credit supervision,it should establish a new credit supervision mechanism,build a socialized pluralistic co-governance system,and standardize the "double random and one open" spot check mechanism.Third,in terms of the binding force of enterprise credit supervision,it should improve the legal basis for enterprise credit supervision,exercise classified and graded credit supervision,innovate the credit repair mechanism and explore the mandatory exit mechanism of enterprises.This thesis intends to provide some guidance and suggestions to the grass-roots management departments in Lianyungang Development Zone and other regions in implementing the enterprise credit supervision.
