Research On The Development Of Business Association In Yunnan Province Under The Perspective Of "Decentralization,Management And Service"

The party’s 20 th annual report proposed "deepening the reform of streamlining administration,delegating power,strengthening regulation,and improving services".The reform of "government functions" is an important measure to promote the transformation of government functions and stimulate the vitality of market entities.As an important market subject in China,business associations are the bridge between the government,enterprises and the market.The reforms to streamline administration and delegate power,improve regulation,and upgrade services undoubtedly brings opportunities for the generation and development of business associations,but at the same time,business associations are also facing new challenges.At present,in the process of continuous and standardized development of Yunnan business associations,there are still problems such as inadequate transformation of government functions,unclear relationship between government associations,and imperfect relevant laws and regulations of industry associations and chambers of commerce,which hinder the development of industry associations and chambers of commerce.Therefore,how can the government further streamline administration and delegate power and transform government functions? How can the government effectively regulate the market and the society of trade associations and chambers of commerce? How to build a benign relationship between the government and business associations ? How to further stimulate the internal power of business associations and play their potential functions has become an urgent matter of practical development.In this paper on the business associations as the research object,using interview method,questionnaire survey,comparative analysis and literature research method,the integrated use of service-oriented government theory,resource-dependent theory and social governance theory,based on the academic research on the development of industry association chamber of commerce and field research analysis of the present situation of the development of chamber of commerce,and an empirical study was conducted on the development of industry associations and chambers of commerce from the perspective of the reform of "government functions".The article begins with an overview of the research background,significance and the research status of domestic and foreign trade associations,Secondly,the basic concepts and theoretical basis are defined respectively,By summarizing the performance of the government functions in the development of Yunnan business associations,Based on the reform vision of "the reform of streamlining administration,delegating power,strengthening regulation,and improving services",Through the empirical analysis of the development status,problems and causes of industry associations and chambers of commerce,Drawing on the excellent development experience of domestic and foreign business associations,Put forward countermeasures and suggestions for the development of Yunnan business associations,The main measures are as follows: first,clarify the relationship between government and government,confirm and empower,and do a good job in functional cohesion;Second,innovate supervision methods and carry out compliance supervision;Third,resource assistance,self-governing guidance,and the improvement and optimization of administrative examination and approval behavior.
