Research On The Reform Of Liuyang Of The Reforms To Streamline Administration,Delegate Powers,and Improve Regulation And Services Under The Perspective Of Whole-of-government | | Posted on:2020-10-01 | Degree:Master | Type:Thesis | | Country:China | Candidate:J Q Wu | Full Text:PDF | | GTID:2416330620451402 | Subject:Administrative Management | | Abstract/Summary: | PDF Full Text Request | | Since the reform and opening,with the development of the economy and the continuous improvement of the social system,the government’s reform has further advanced from concept to planning and action.The 18 th National Congress of the Communist Party of China proposed to deepen the reform of the administrative system and transform the government functions.The governments at all levels have begun to explore the streamline administration and delegate more powers to lower level governments and to society in general while improving regulation and services.It defines the boundaries of government responsibilities by list construction,improves the efficiency of administrative examination and approval by process reengineering,breaks the shackles of market development by commercial system reform,and optimizes government public services through one-door and online management.At the Third Plenary Session of the 18 th CPC Central Committee,it was clearly pointed out that we must focus on the systematicness,integrity and synergy of the reform in comprehensively deepening reform.Hunan Province is an important province in Central China.Liuyang is a county-level city managed by Changsha.It is one of the key county-level cities in Hunan Province and has been rated as one of the top 100 counties in China for many years.Liuyang has a high political status,strong economic strength and profound reform foundation.This paper takes Liuyang as a representative county-level government as the research object,and studies its reform from the perspective of the Whole-Of-Government.In order to provide advice and thinking for deepening the reform of "reforms to streamline administration,delegate powers,and improve regulation and services" in Hunan Province in the next stage,and to provide a basic model for the future governance reform of the Chinese government.In recent years,under the background of the reform initiated by the central government and combined with local initiative,the Liuyang government responds to the needs of citizens in a holistic way in the reform.It promotes the reform by means of centralizing institutions,reengineering processes,integrating resources,optimizing services and strengthening supervision.Its cross-level and cross-sectoral cooperation in the reform is compatible with the concept of cross-border cooperation embodied in the Whole-Of-Government theory.As a grassroots government,Liuyang has someproblems in the reform,such as limited cooperation between departments,difficulty in information sharing,difficulty in business sorting,and difficulty in improving service quality,etc.The governance dilemma of local government needs to be broken through urgently.By comparing the reform practices of Zhejiang and Jiangsu Provinces,the next phase of deepening reform in Liuyang should start with perfecting the guarantee mechanism of laws and regulations,establishing horizontal department coordination mechanism,establishing vertical level coordination mechanism,and building the data and information sharing platform. | | Keywords/Search Tags: | Reforms to streamline administration,delegate powers,improve services and regulation, Whole-Of-Government, grassroots governments, local governance | PDF Full Text Request | Related items |
