Research On Administrative Efficiency Optimization Of Grassroots Administrative Examination And Approval Bureau Under The Background Of "Streamline Administration,Delegate Powers,Improve Regulation,and Strengthen Services"

In 2020,the Provincial Party Committee and the Provincial Government of J Province issued the "Implementation Plan on Promoting the Integration of Administration Approval Authorities at Grassroots",requiring "to strengthen the construction of government service system at five levels,put in place the reform of the" window-based approval service ",in which people’s sense of fulfillment should be vigorously guaranteed,and advance the construction of administrative examination and approval bureaus at grassroots." As part of a bigger plan to streamline administration and delegate power,improve regulation,and upgrade services across the country,the government has delegated the power to approve from the government of higher levels to the grassroots.In the context of the reform of "delegating power,delegating power and improving services",the township(street)level is the most grass-roots political organization in my country.Whether the higher-level administrative examination and approval function is truly delegated to the grass-roots administrative examination and approval bureau affects whether the masses can benefit from their work level.Influence whether the reform is effective.Under the above background,X Street was approved by the municipal government to establish X Street Administrative Examination and Approval Bureau.Under this opportunity,the X Street Administrative Examination and Approval Bureau explored and explored a set of efficient and convenient administrative methods,which was effective in improving administrative efficiency.By studying the administrative efficiency of grassroots administrative examination and approval bureaus under the background of the reform of "streamline administration,delegate powers,improve regulation,and strengthen services",this paper innovates the measurement indicators of the administrative efficiency of grassroots administrative examination and approval bureaus.Three main methods are used for research,namely literature research method,case study method and unstructured interview method.Taking X Street Administrative Examination and Approval Bureau as an example,it presents the current situation and dilemma of grassroots administrative efficiency,and focuses on analyzing the imperfect empowerment system behind the dilemma,Insufficient institutional system,defective service mechanism and other deep-seated reasons,and proposed to optimize the approval and empowerment system,build a standardized service system,improve supporting policies,establish an evaluation mechanism,strengthen team building,improve the succession system,optimize the approval process,and strengthen system integration.Find out the direction of service,accurate assistance and other countermeasures to optimize the administrative efficiency of the grass-roots administrative examination and approval bureau,and provide reference for the optimization of the administrative efficiency of the grass-roots administrative examination and approval bureau.
