Research On Existing Problems And Countermeasures Of Business Environment Of Xianyang City Under The Background Of "Reforms To Streamline Administration,Delegate Powers,Strengthen Regulation And Improving Services"

In order to adapt to the new situation and promote the fundamental transformation of governance system and capacity modernization in the construction,my country has comprehensively implemented the reform of "Reforms to streamline administration,delegate powers,strengthen regulation and improving services".Optimizing the business environment is a precise effort to address the development bottlenecks facing my country’s current economic and social development.A large part of the current slowdown in my country’s economic development is closely related to the poor business environment of local governments and the lagging reform of "Reforms to streamline administration,delegate powers,strengthen regulation and improving services".Now under the overall environment of the integration of Xi’an and Xianyang,Xianyang City is currently focusing on the goal of "reducing approval items,lowering fee standards,improving work efficiency,and optimizing service levels" to further improve the business environment and insist on quality,efficiency,and public satisfaction.As a standard,we will strive to achieve "break links,promote procedures,reduce time,and increase benefits".When General Secretary Xi Jinping visited Shaanxi in April 2020,he pointed out that Shaanxi Province should continue to catch up with and surpass the goal to promote high-quality development,and put forward several requirements for the construction of the business environment in Shaanxi Province,the most important of which is to improve the conditions for the business environment.Undertake comprehensive and thorough reforms.This paper analyzes and summarizes the definition of business environment,and from a macro perspective analyzes the ways to improve business environment through government governance,as well as the factors of government affairs,justice,location and market.On this basis,from the perspective of entrusted supervision service reform,this article uses the theory of new public management,administrative efficiency and "seamless government" theory to study the construction of business environment in Xianyang.The study believes that the business environment of Xianyang City has problems that the reform of “Reforms to streamline administration,delegate powers,strengthen regulation and improving services” still needs to be continuously deepened,the whole process of supervision needs to be strengthened,and the quality of public services needs to be improved and optimized.Through in-depth analysis,the main reasons for these problems are the low efficiency of government administrative services,the lack of synchronization between "delegation" and "supervision",and insufficient protection of development factors.At the same time,it is also affected by the overall environment of the integration of Xi’an and Xianyang.On the basis of the above research,we draw on the experience of domestic advanced cities and put forward suggestions for improving and optimizing the business environment of Xianyang.
