| In 2018,China established the National Immigration Administration,and the officers and men of the armed police of the public security border defense force were retired from active service,except for some personnel who were transferred to the People’s Liberation Army and the armed police force according to their functions and tasks,or transferred to local public security organs,most of the personnel were transferred to the National Immigration Administration and included in the management and use of the entry-exit border inspection authorities.The establishment of the National Immigration Administration marks the first time in the history of China’s national governance that a government agency specializing in immigration affairs has appeared,and the entry-exit border inspection agency,as an important part of the National Immigration Administration,places the ardent expectations of the country and the people for the entry-exit border inspection work in the new era,carrying China’s 200 The remaining important tasks of entry-exit border inspection at ports open to the outside world.In the face of the increasingly complex international situation and the strict requirements of China’s port opening policy in recent years,the situation of port control and the huge challenges faced by the team of entry-exit border inspection authorities are grim,and the requirements for the team of entry-exit border inspection authorities are getting higher and higher.In the current contingent of entry-exit border inspection organs,most of the civilian police are officers and soldiers of the armed police of the former public security border defense force,they have high loyalty,strong discipline,hard-working,dedication and dedication,but due to many internal and external factors such as short reform time and unsystematic professional learning,the overall level of professional ability of the team is not high enough,and professional knowledge is not updated fast enough.After professionalization,where the overall construction of the team should be exerted,how to improve the quality of personnel,and how to carry out the management of the team,it is necessary to carry out long-term planning in combination with the requirements after professionalization.Against this background,it is urgent to study countermeasures for the construction of the contingent of entry-exit border inspection organs and to promote the improvement of the level of contingent building.Based on this,this paper takes A Entry-Exit Border Inspection Station(hereinafter referred to as A Terminal)as the research object,combines the relevant knowledge of public management,and bases on theoretical foundations such as person-post matching theory,expectation theory,and comprehensive incentive theory.Case studies,literature analysis and questionnaire surveys were used to conduct multi-faceted research and analysis,and the allocation of police resources and the comprehensive quality of the team were analyzed by analyzing the allocation of police resources and the comprehensive quality of the team in the construction of the A station,professional ability and quality,team building guarantee and other aspects of the existing problems,in-depth analysis of the reasons behind the problems,and finally from the combination of China’s actual conditions,put forward a number of ways to strengthen the construction of China’s entry-exit border inspection organs Countermeasure recommendations.This paper believes that the construction of the team of entry-exit border inspection authorities needs to be closely combined with the characteristics of China’s political system and the actual management of ports open to the outside world,fully learn from and integrate the advanced experience of relevant domestic units and foreign counterparts,use the rule of law thinking,based on the needs of the new development stage,deeply implement the new development concept,and deeply serve the new development pattern It is necessary to continuously improve the overall execution of the team through a variety of methods,establish a revolutionary,regularized,professional and professional entry-exit border inspection team,and provide a strong guarantee for the successful completion of various entry-exit border inspection tasks. |
