Research On Management Mode Of Immigration Inspection Restricted Areas In Tianjin Port Based On The Theory Of Good Governance

The Exit and Entry Administration Law of the People’s Republic of China,promulgated and implemented on July 1,2013,which for the first time explicitly stipulated that "exit/entry border inspection authorities shall be responsible for the administration of restricted areas at ports".After this,the port restricted areas management has been a good development.However,this survey found that there are still the following problems in the restricted areas management of ports: unclear division of regional scope,unclear management power and responsibility functions,low awareness and support from the public,and incomplete port cooperation mechanism.As the main body of the port restricted areas management,the border inspection authorities should attach great importance to and give full play to the role of the grass-roots people in the port restricted areas management,adhere to the people-centered orientation and the concept of "co-construction,co-governance and sharing",and constantly innovate the management measures and working methods of the port restricted areas.It is necessary to advocate multi-subject participation and community linkage,strengthen the construction of comprehensive governance platform,and establish a good governance mode of restricted areas management of ports,so as to form a joint management force and provide all-round favorable guarantee for ensuring the security,stability and harmony of restricted areas of ports.In the context of China’s efforts to promote the modernization of governance system and governance capacity,this paper closely combines the major historical measure of national immigration management reform,and combines the theory of good governance with the management of restricted areas of border inspection ports in the field of immigration management.By means of literature review,interview and questionnaire survey,this paper systematically sorts out the historical evolution and management mode of the restricted areas of border inspection ports,and makes a comparative analysis of the management mode and good governance practice of border inspection related departments in some countries and regions.This paper focuses on the research object of Tianjin Port,deeply excavates the causes of the difficult problems of the port restricted areas management,and puts forward the work countermeasures to establish the good governance model of the port restricted areas management.The purpose of this paper is to provide ideas and references for the border inspection authorities to realize good law and good governance in the restricted areas management of ports.
