Research On Problems And Countermeasures Of Community Correction In X County

Community correction originated from Western countries,and at the beginning of its development was to rationally save prison resources and reduce the cost of penalty execution.Since 2003,six regions in China,including Beijing and Shanghai,have carried out pilot community correction,and fully implemented it in 2012.After nearly20 years of development,China has effectively sinicized community correction according to its national conditions.In 2020,the Community Correction Law of the People’s Republic of China was officially promulgated,and China’s community correction has entered a new era.In recent years,the research in the field of community correction has made great progress.Theoretically speaking,the research of this paper is based on the existing theories and practical experience of community correction,based on the in-depth investigation and analysis of the community correction work in X County,extending the theoretical connotation of community correction from the perspective of public management,and providing theoretical support for the optimization of community correction work.From a practical point of view,the research on the community correction work in X County helps to better understand the shortcomings of the correction work in X County,optimize the community correction work in X County,and promote the better return of prisoners to society.This paper mainly understands the current situation of community correction in X County by reading some literature,analyzing some cases,conducting questionnaire survey and interviewing specific objects.Several typical cases of community correction in X County were analyzed,and questionnaires were issued to 66 community correction subjects in X County,66 family members of community correction subjects living together and 100 ordinary people to understand their awareness of community correction work and the Community Correction Law.An investigation was conducted on the effectiveness of the correction subjects and their families in helping the correction subjects in life and employment,the effectiveness of community correction work in X County and the satisfaction with community correction work in X County,and 10 community correction staff members in X County were interviewed,focusing on2 community correction Unit staff members and 2 judicial institute staff members for an in-depth analysis of 3 representative key issues.Through the analysis,it is found that the community correction work in X County mainly has problems such as low work efficiency,low enthusiasm of the staff,poor effect of social assistance,blind spot in daily supervision,etc.The main reasons for the problems are relatively backward team construction,lack of guarantee for the work,immature assistance system,and insufficient supervision and management.In order to further improve the efficiency and level of community correction work in X County,it is suggested to start from four aspects.First,strengthen the construction of community correction teams at the grass-roots level,specifically raising the threshold of community correction work,strengthening the training of community correction staff,and improving the security mechanism;The second is to guide the participation of social forces,specifically increase the publicity of community correction,improve the multi-party coordination system and mechanism,formulate the responsibility list of community correction participants,and vigorously develop the social volunteer team;The third is to improve the quality of social help,specifically increase the employment help of correction objects,improve the effectiveness of public welfare activities,pay attention to psychological education guidance,strengthen help and rescue efforts;The fourth is to strengthen the supervision and management of community correction,which includes strict admission procedures,improving the correction management system,and promoting the deep integration of information construction.
