Research On The Implementation Of Supporting Policies For Small And Medium-sized Enterprises In Yongjia County

Due to the influence of "congenital environment" atmosphere economy,such as small scale,limited capital,low technology content,and urgent need to improve social identity status,small and medium-sized enterprises still have various problems in high-quality development.Institutional innovation with strong adaptability,efficiency and high quality can provide or enhance incentives for the high-quality development of SMEs,reduce uncertainty and externalities,improve economic efficiency and reduce transaction costs.In recent years,governments at all levels have successively issued support policies for small and medium-sized enterprises.Driven by the policy support,small and medium-sized enterprises have received support for small and medium-sized enterprises.However,problems such as small size,small number,and inadequate innovation environment are still prominent.There is a certain distance between the established objectives of the issued support policies and the effectiveness of the actual policies.Therefore,government departments need to take the initiative to improve and integrate all forces,jointly boost the advancement of minor enterprises.This article first takes the implementation of support policies for small and medium-sized enterprises in Yongjia County as the research object.Based on theories such as Smith’s public policy implementation theory and public policy evaluation theory,by analyzing the current development status of small and medium-sized enterprises in Yongjia County and the content,characteristics,and implementation steps of support policies for small and medium-sized enterprises,combined with a questionnaire survey analysis of the implementation of support policies for small and medium-sized enterprises,it is found that there are problems in the formulation and implementation of support policies for small and medium-sized enterprises in Yongjia County,And a cause analysis was conducted.Finally,based on the needs of support policies for small and medium-sized enterprises in Yongjia County,this article proposes countermeasures and suggestions for optimizing the support policies for small and medium-sized enterprises in Yongjia County.By improving the support policy system,improving policy execution efficiency,improving enterprise policy application capabilities,and strengthening policy supervision and optimizing the environment,the implementation of support policies for small and medium-sized enterprises can be optimized.The research results show that:(1)In order to boost the advancement of small and medium-sized enterprises,Yongjia County has issued a number of supporting policies,which have the characteristics of wide application scope of supporting policies,focusing on the cultivation of enterprise echelon and supporting policies to benefit strategic emerging industries and guide the digital transformation and upgrading of enterprises.(2)The study found that Yongjia County has problems in promoting the implementation of supporting policies for small and medium-sized enterprises,such as low quality of government services,imperfect security policies,imperfect specific working mechanisms and poor policy implementation environment.The main reasons are the lack of government service concepts,lack of scientific research and judgment in policy formulation,governance capacity to be improved,and obstacles in policy implementation environment.(3)This article proposes countermeasures and suggestions such as improving the support policy system,improving policy execution efficiency,improving enterprise policy application ability,and strengthening policy supervision to optimize the environment.
