Research On The Choice And Influencing Factors Of Supporting Policy Tools For Small And Medium-sized Enterprises In Shandong Province

The small and medium-sized enterprises(SMEs)are the important strength of our national economy and social development.They are the main force in promoting the construction of economic system,constructing new development mode and developing with high quality in the new era.It has played an important role in expanding employment,enhancing technological innovation and improving the quality of people’s lives.Since the 18th CPC National Congress,Shandong Province has insisted on treating the new development concept as the guidance,high-quality development as the core,and implemented eight development strategies,such as the transformation of old and new growth drivers and rural revitalization.The government’s measures has brought new vigor and vitality into the healthy development of SMEs.Nevertheless,with the increasingly important role of SMEs in the development of private economy,the difficulties and problems that restrict the development and growth of SMEs are becoming more and more prominent,such as the deterioration of the competitive environment,the intensification of financing constraints,the lack of management and technical talents,etc.To this end,Shandong Province has introduced a series of policies and measures in view of the development of the non-public sector of the economy.This thesis explores the development of SMEs in Shandong Province and other typical provinces.From the perspective of policy tools,this thesis reports a qualitative comparative analysis of the policies on supporting SMEs issued since the 18th National Congress of the CPC,and evaluates the effects of various policy tools on promoting the stable and healthy development of SMEs.From the perspective of SMEs development environment,this thesis compares Shandong Province with Guangdong Province,Jiangsu Province,Zhejiang Province and other provinces with the largest number of market players for SMEs,which aims to analyze the typical practices of the choice and effect of policy tools for supporting SMEs,find out the advantages and disadvantages of the choice of policy tools for supporting SMEs in Shandong Province,and attempt to put forward some suggestions on optimizing the combination of policy tools to promote the stable and healthy development of SMEs.This thesis adopts case analysis,content analysis and qualitative comparative analysis.First,the development of SMEs is influenced by various policy instruments.Second,the rationality of the use of policy instruments needs to be further improved.Third,,the development of SMEs can be influenced by various environmental factors.Fourth,we should further strengthen the construction of the legal and financing environment.In view of the above conclusions,optimization suggestions are put forward from such aspects as improving the market environment,legal environment,innovation environment,financing environment and policy environment.The first is to give play to the voluntary role of policy tools to improve the policy environment;the second aims to further promote the reform of "release,management and service" and improve the market environment;and the third is to strengthen the construction of the rule of law and judicial supervision to improve the rule of law environment.Fourth,improve the supporting system for inclusive innovation to enhance the innovation environment.Fifth,we intends to perfect the financing system of the small and medium-sized enterprises,thereby enhancing the financing environment.Sixth,we are endeavor to give full play to the role of voluntary policy instruments to improve the policy environment.
