Research On Strategies For Optimizing The Business Environment Of Zigong Private Enterprises Under The Background Of The Reform Of "Releasing Management And Servicing"

At the 18th National Congress of the Communist Party of China(CPC),the Central Committee has consistently highlighted and backed the private economy and private businesses,advocating that "we should strive to transform government operations into a convenient,efficient,and superior business atmosphere,and attain social equity and justice." Introducing a series of policies and regulations,such as the Opinions on Creating a Better Regulations on Supporting the Reform and Development of Private Enterprises and Optimizing the Business Environment,was done with an unwavering commitment to promote,back,and direct the growth of the non-public economy,continually improve the business environment of private enterprises,and effectively address the "three mountains" and "three doors" that private enterprises face in their business growth.Zigong,a venerable industrial hub,is presently undergoing a crucial transformation of both its past and present drivers,as well as industrial transformation and modernization.Zigong can be greatly energized by the high-caliber growth of private businesses,enabling them to effect a transformation of both existing and new drivers,as well as industrial transformation and enhancement.Exploring and studying how to further decentralize,regulate,and provide services,while optimizing the business climate,is paramount for Zigong’s industrial transformation and high-quality growth.Employing literature research,statistical analysis,questionnaire survey,and interview,this paper seeks to acquire and peruse the research books and journals of Chinese and Western scholars on the business environment.In combination with the current economic and social development situation of Zigong,it ound that the business environment of private enterprises in Zigong City has five problems,including low government performance,insufficient transparency of preferential policies for enterprises,and unfair market competition and so on,analyzes the causes of the problems,and proposes to create a "more efficient" government environment and a "more satisfied" policy environment The five aspects of countermeasures and suggestions,including a "fairer competition" market environment,a "more effective supervision" legal environment,and a "better relationship" political and business environment,hope to bring positive effects to Zigong City in deepening the reform of decentralization,regulation and service,Enhancing the business atmosphere for private businesses,invigorating their vigor,and advancing economic and social progress.
