Research On The Problems And Countermeasures Of The Supply Of Elderly Services In Jinan

China is in the period of rapid development of population aging,showing the characteristics of deep degree and rapid development.The aging population will expand the difficulty of social security and increase the pressure of public services,which is an unavoidable challenge for population and economic development.Jinan,as the capital of Shandong Province and one of the sub-provincial cities in China,has an aging rate of more than 10% and has entered an aging society.In addition,the number of disabled and semidisabled elderly in Jinan has reached 130,000-190,000.According to the seventh census bulletin,Jinan has a population of 1,837,000 elderly people aged 60 years and above.According to the World Population Organisation’s statistical standards,disabled elderly people account for 8-12% of the elderly population,based on this calculation,there are about 140,000-220,000 disabled elderly people in Jinan.The home care method can hardly meet the needs of the elderly for a high quality of life,which greatly increases the pressure of social elderly care.As an important provider of social elderly services,the elderly institutions are closely related to the elderly services they can enjoy in their later years.Taking Jinan city as an example,this paper summarizes the situation in the construction of senior care institutions in Jinan city,which not only provides support to guide the highquality development of senior care institutions in Jinan city,but also provides case support for the construction of senior care institutions and the development work of senior care industry in other regions.This paper adopts literature research method,questionnaire survey method,case study method and other research methods to explore and summarize the current situation,problems and optimization paths of the elderly institutions in Jinan City based on welfare pluralism theory,public goods theory and healthy aging theory.In terms of policy support,the construction of senior care institutions in Jinan is mainly manifested by the government leading,providing policy preferences for enterprises,and guiding the market to actively participate in the process of senior care industry.In terms of the situation of senior care service institutions,the scale of senior care service in Jinan has been improved,the senior care service system has been gradually perfected,a systematic system of recognition and management evaluation of senior care institutions has been established,the supply of beds has reached the average level of the same level of the region,and nearly half of the city’s nursing service personnel are in senior care institutions.In terms of service quality,Jinan is paying more and more attention to the information management of senior care institutions and has established a comprehensive service platform for intelligent senior care,which has an important role in promoting the improvement of social management level and public service quality in Jinan.However,it cannot be ignored that there are still problems of insufficient level of medical services,single content of senior care services,low quality of nursing staff and low level of information management in Jinan’s senior care institutions.The reasons for this are deviations in the understanding of the elderly institutions,imperfect planning of the layout of the elderly,inadequate protection of the elderly foundation,and inadequate supervision and management.In order to further optimize the construction of senior care institutions in Jinan,this paper proposes the following countermeasures: first,innovate management thinking and change management ideas;second,strengthen the role of the government,establish a government-led senior care management system,establish a coordination mechanism for social resources and strengthen communication among senior care subjects;third,strengthen the supply of high-quality recreational talents,establish a professional talent training system and focus on the exchange and introduction of talents;fourth,enrich the service content of senior care institutions,strengthen market research,carry out diversified senior care services and provide medical services;fifth,improve the level of informationization of senior care.
