| Aging is an important trend of China’s economic and social development,the main manifestation of the progress of human civilization,and China’s basic national conditions in a long period of time in the future.China entered aging society since 1999.Because life is getting better and medical technology is improving,the life expectancy of the population is also increasing,while the willingness of young people to have children is reduced,the population is at a low birth rate.At present,young people’s desire to give birth is decreasing,and the birth rate is also at a low level.With the continuous expansion of the elderly population,the proportion of the elderly population in the total population is gradually increasing.And the social burden brought by aging and the service needs of the elderly have become an unavoidable social problem for the current government.According to the seventh national census,the population of China aged 65 and above is 190.63 million,accounting for13.50% in total.The ageing level has exceeded the global average.It is expected that during the "14th Five-Year Plan" period,my country will enter a moderately aging society.Figures from the Office for National Statistics reflect the impact of an ageing population through another set of figures.In the past 30 years,the support rate of the elderly population in China has risen to 17.8%,which means that on average,about six working-age people have to bear the burden of one elderly person,and the social support pressure is becoming increasingly heavy.More and more old people have more and more needs for old age,as well as young Chinese people who are under heavy pension pressure,how to gradually transition from material support to medical care,spiritual satisfaction,and life care in today’s social and economic development Problems such as high demand require the government to establish and improve the elderly care service system,strengthen the supply of the elderly,and introduce social and market forces to provide services to satisfy elderly people’s need.The elderly care service industry is also emerging under this opportunity and challenge.After the 18th CPC National Congress,the Central Committee with Comrade Xi Jinping at the core has attached great importance to the work of the elderly and the cause of providing for the aged and has made many important plans.The 19 th National Congress report pointed out,we should accelerate the healthy development of the cause of aging and related industries.In the communique of fifth Plenary Session and19 th Central Committee in China,the active aging of the population has been promoted as a national strategy,and it is clearly pointed out that the pension industry and the pension industry need to be synchronized and coordinated development,and the basic pension service system for social coverage should be improved.In order to let the vast number of elderly people in Our country can enjoy the development.Promoting the development of the elderly care service industry to a higher level is a measure to actively respond to the aging of the population,and it is also an inevitable requirement to improve the sense of achievement and happiness of the elderly.It is of great significance to strengthen social governance,improve people’s livelihood and promote the healthy development of the economy and society.Huaibei City is located in the northeastern part of Anhui Province.Built for coal,it develops with the development of coal.It has jurisdiction over 1 county and 3 municipal districts,with a total area of 2,741 square kilometers and a registered population of about2.188 billion.According to the results of the seventh national census of Huaibei City,the resident population of Huaibei City is about 1.97 million,and the population over 60 is324,394,accounting for 16.46%,of which the population over 65 is 264,889,accounting for13.44%.Compared with the 6th national census in 2010,the proportion of the population over60 has increased by 3.25 percentage points.Huaibei has entered an aging society,and the problem of aging has become increasingly prominent.As a traditional industrial city,Huaibei City has a slower development of service industry than cities in southern Anhui or the Yangtze River Delta.With the continually accelerating aging process,the disadvantages of the development of the service industry gradually emerge.In recent years,the Huaibei Municipal Party Committee and Municipal Government have attached great importance to the problem of population aging,focused on solving the development of aging problems,carried out pilot reforms for elderly care services,home and community elderly care services,and established a home-based coordinated community care service system for elderly people’s care.Based on the multi-level elderly care service pattern to meet the needs of basic elderly care services,there are still many problems in the actual development process.This paper focuses on sorting out the development of care service for elderly people industry in Huaibei City,which is divided into six chapters.The first chapter introduction mainly introduces the overall background of the topic selection,including the background basis for the topic selection,the research purpose and significance,the care service research status for the elderly industry domestic and abroad,and the innovations and deficiencies of this paper.The second chapter clarifies the concepts of aging,old-age service and old-age service industry involved in this research,and expounds the theories of people-oriented,social governance and welfare diversification involved in this paper.Chapters 3 introduces the design and results analysis of this research,mainly through questionnaires,field visits,etc.,combined with the data provided by the relevant departments,expounds the investigation and analysis of the development status of the elderly care service industry in Huaibei City.City;Chapters 4 and 5 summarize the achievements and deficiencies of the development of the elderly care service industry in Huaibei City based on the research and analysis results,focusing on the main reasons for the low occupancy rate in elderly care institutions and communities.Problems such as unsatisfactory home-based elderly care services,imperfect elderly care facilities,and disparity in the development level of urban and rural services;Chapter 6 is about how to speed up the development of the elderly care service industry in Huaibei City.On deepening the reform of working methods,improving the service supply system,and promoting the feasibility of quality and efficiency of elderly care services,looking forward to the present and future of Huaibei City,contributing to the development of elderly care services,and promoting the sustainable health of the elderly care service industry in Huaibei City and even the whole
