The Multi-subject Mutual Participation Mode Of City Community Policing

Strengthening social construction and innovating social governance are the foundation of maintaining social harmony and stability.Community policing is not only an important part of community construction and community governance,but also the foundation and guarantee of the policing work.However,in practice,influenced by the traditional policing mode and the conditions of community development in China,the police is the single main subject in the community managing model.The police needs to use coercive measures to lead or even take on everything,and provide almost all community public security products and services.This research uses literature research,field research and case analysis to find out the challenges in the single-subject mode,such as lack of execution,multi-subject mutual participation and long-term effectiveness.This research is based on the polycentric governance theory and the field research of the S subdistrict in Ningbo to optimize the original single-subject governance mode to a new mode of multi-subject mutual participation.In this mode,party committees,police,government departments,social organizations,and residents play the roles of leadership,organization,cooperation,complementation,and self-management.
