| Inspection by city and county Party committees is an important part of the CPC’s inspection work and an important system design for deepening intra-party supervision.It is the explicit requirement of the CPC Central Committee to follow up inspection wherever party organizations are established.Around since cities and counties in the inspector system fully implementing party committee,the party inspector institutions to promote the inspector to the village（community）party organization as through comprehensive governing party "the last kilometer",and promote the important means of modern management system and management ability,some provinces and cities,including sichuan,proposed in the party committee office realizing a complete coverage of village（community）to have a party,And put forward efforts to achieve tangible coverage and effective coverage of the combination of work objectives.However,according to the current situation of village（community）party organization inspection,the inspection function positioning is not clear,the work process is not standardized,the work force is insufficient,the quality of the problem is not high,the problem rectification is not in place and other problems seriously restrict the high-quality development of the full coverage of village（community）Party organization inspection.In 2021,the party committees of all cities and counties will be replaced.It is an inevitable requirement for the high-quality development of the inspection work of the new municipal and county Party committees to realize high-quality and full coverage of the inspection work of the village（community）Party organizations.Therefore,it is urgent to optimize the full coverage of the inspection work of the village（community）Party organizations.Based on GL county of Sichuan province village（community）to have a party for the whole work as the research object,according to the theory of public management responsibility control and power balance theory as the foundation,through literature,induction,investigation,analysis,questionnaire investigation,comparative analysis and other research methods,objective summary of GL county of Sichuan province village（community）to have a party organization of the whole work,By analyzing the existing difficulties and problems,it is concluded that there are five main problems in the full coverage of the inspection of party organizations in the county and village（community）,such as the inaccurate positioning of the inspection content,the unreasonable promotion of the task,the insufficient standardization of the working procedure,the low quality of the problem discovery,and the insufficient application of the inspection results.It also analyzes the subjective and objective reasons affecting the effective coverage from six aspects: the imperfect supporting system and mechanism,the weak working force,the incomplete application of working methods,the deviation of the understanding of cadres and the masses,the easy interference from the "acquaintance society",and the examination and constraint guidance of the rectification effect.In line with the requirements of comprehensively enforcing strict Party governance in the new era,modernizing community-level governance,and implementing the strategy of rural revitalization,This paper studies the optimization path of full coverage of inspection by village（community）Party organizations in GL county from five aspects: precise positioning of inspection and supervision content,perfecting work system and mechanism,overall planning of organizing work force,making full use of inspection work mode,and strengthening the application of inspection results. |
