Research On Grid Governance Of Rural Environmental Under The Background Of Rural Revitalization

For a long time in our country,economic development as the center,the government has paid less attention to the rural environment,the proportion of special fund of environmental protection investment in rural areas is less,which leads to the greater difference between the rural environment and urban environmental development.Rural environmental governance is a key link in the current rural revitalization strategy and a prerequisite for rural ecological revitalization,which plays a vital role in promoting rural revitalization.The 19 th National Congress of the Communist Party of China formally put forward the implementation of the rural revitalization strategy,to improve the quality of the rural environment is the key task of the comprehensive implementation of the rural revitalization strategy.Since the 19 th National Congress of the CPC,relevant government departments have issued a series of government documents,including the Strategic Plan for Rural Revitalization(2018-2022),the Three-year Action Plan for Improving Rural Living Environment,and the Opinions of the CPC Central Committee and The State Council on Comprehensively Promoting the Key Work of Rural Revitalization in 2022.For the present and future period of rural environmental remediation and improvement point out the direction of work.Thus,the rural environment has become the focus of China’s ecological civilization construction,but also the key to the comprehensive implementation of the rural revitalization strategy.As an important way to manage rural environment,grid governance has attracted more and more attention in more areas.In the context of rural revitalization,how to make good use of grid governance and ensure the effectiveness of governance is the core issue studied in this thesis.In the context of the rural revitalization strategy,this thesis takes T District of H City as the research reference,rural environment grid governance as the main line of research,and carries out research work on the grid governance of rural environment in T district.Paper summarizes research group in the first place of the collected data,this thesis expounded the status of T area rural environmental governance,garbage disposal facilities,sewage treatment capacity,the toilet to upgrade,village Cun Mao ascension,etc all have achieved good grades,at the same time introduces the rural environment governance of grid environment,and expounds the grid management system and mode.Research group into the T area part of villages and towns district environment present situation investigation,using the method of questionnaire and on-the-spot visiting discussion method as the research methods,mainly from the importance of environmental protection,the participation degree of the environmental management,environmental management,environmental protection,the main responsibility of the grid work to develop the understanding of the limiting factors of open questionnaire survey,Statistical analysis was carried out on the recovered effective samples,and the staff of township environmental protection office and district environmental protection bureau were visited to find the problems in the grid governance process of rural environment,and the causes of the problems were analyzed.The investigation found that there are the following problems in the current rural environment grid governance process: the government’s responsibilities in grid governance are not clear,the rural grid team is not professional,the social subject’s participation in grid governance is not enough and the grid information platform is not fully utilized.Based on the above research,this thesis puts forward the rural environmental protection grid management optimization countermeasures and Suggestions,clearly define the responsibilities of the government in the grid management,improve the professional ability of the contingent of rural grid member,build social main body participation in grid governance mechanism and strengthen the new technology in the application of grid management,effectively promote the rural environmental protection grid management means constantly improve.
