The labor relationship is not only the relationship formed between the laborer and the employer,but also one of the most basic relationships for economic and social development.Only when labor relations are harmonious can the development of a socialist market economy with Chinese characteristics be smooth.Whether labor relations are harmonious has always been the most concerned issue of the government,society and the people.The report of the 19 th National Congress of the Communist Party of China pointed out: "Improve the negotiation mechanism involving the government,trade unions,and enterprises to build harmonious labor relations.Adhere to the principle of distribution according to work,improve the physical mechanism of distribution according to factors,and promote a more reasonable and orderly distribution of income." The report shows that the party committee and government have always been concerned about the creation of harmonious labor relations,and pointed out the responsibilities and positioning of trade unions.It is the unique mission and responsibilities of trade unions to emphasize the promotion of harmonious labor relations and the maintenance of social harmony and stability.In recent years,the form of labor relations in Fuzhou has become increasingly complex,and labor disputes caused by enterprise infringement have increased year by year.For employees,it is hoped that trade union organizations can protect their rights.For party and government departments,it is hoped that trade unions can lead employees to listen to and follow the party,so as to build a stable and stable workforce.Therefore,studying the issue of the construction of harmonious labor relations by trade unions can alleviate the current tense labor relations and maintain social harmony and stability.For a long time,the Fuzhou City Trade Union has been committed to building harmonious labor relations around the functional construction of trade union participation,construction,maintenance,education,etc.However,there are still insufficient rights protection,limited collective consultation effects,lack of strict implementation of democratic management,and insufficient influence of trade union organizations.High-level issues,coupled with the imbalance between labor and management,the lack of effective means of rights protection by the trade union,ineffective collective bargaining the insufficient independence of the trade union,the insufficient construction of the trade union and other factors have caused the trade union to fall into trouble in creating harmonious labor relations.This article uses questionnaire survey method,field interview method and other methods to study the shortcomings,restrictive factors and paths in the function of Fuzhou City Trade Union when constructing harmonious labor relations.First,it takes the functions of trade unions and the conceptual issues of the construction of harmonious labor relations as the starting point of the research,and discusses the special necessity of the construction of harmonious labor relations by trade unions.Secondly,relying on questionnaire surveys and interviews,from the four basic functions of trade unions,it analyzes the status quo,achievements,and existing problems of Fuzhou trade unions in building a harmonious labor relationship,and conducts in-depth discussions on the reasons.Finally,combining the specific issues of Fuzhou labor unions and drawing on the experience of other city labor unions in building harmonious labor relations,comprehensive research and conclusions from a multi-dimensional perspective are proposed to broaden the ways of union rights protection,actively promote collective consultation,enhance the independence of unions,and improve the construction of labor unions.Wait a few paths.In the future,Fuzhou Trade Unions to participate in the construction of harmonious labor relations function to put forward operational and feasible proposals.
