| Building a high-quality and professional contingent of discipline inspection and supervision cadres is the key to promoting the high-quality development of discipline inspection and supervision in the new era.The Fifth Plenary Session of the 19 th C entral Commission for Discipline Inspection proposed to strive to build an iron army of discipline inspection and supervision with high political quality,loyalty,clean responsibility,strong professional ability,and courage and good at fighting.On December 24,2021,the CPC Central Committee issued the regulations on the work of the Discipline Inspection Commission of the Communist Party of China,which requires that the important aspects of the discipline inspection cadre team construction and the key links of supervision and management should be grasped,the institutional arrangements should be innovated,the institutional mechanisms should be improved,strict measures and requirements should be put forward for the Discipline Inspection Commission’s own construction,and the construction of a high-quality professional discipline inspection and supervision cadre team should be promoted.The professional ability of discipline inspection and supervision cadres is an important measure of the professional level.Therefore,it has gradually become a new hot topic to increase the research on the professional capacity building of the discipline inspection and supervision team.Based on the relevant theories of the party’s cadre team construction,combined with the competency theory and the 5P model theory of human resources management,this paper studies the problems and solutions in the construction of the professional ability of the discipline inspection and supervision cadres in Huaying by collecting and consulting relevant documents,conducting questionnaires and interviews,and analyzing and summarizing.The first chapter describes the background and significance of the study,summarizes the relevant domestic and foreign literature,and introduces the research content,methods,ideas,innovations and difficulties.The second chapter introduces the core concepts and theoretical basis of this study.The concepts include the discipline inspection and supervision cadre team,discipline inspection and supervision professional ability,and professional ability construction.The theory includes the party’s cadre team construction theory,competency theory,and human resource management 5P model theory.The third chapter introduces the current situation of the professional level and professional capacity building of the discipline inspection and supervision cadres in Huaying,and the effect and evaluation of professional capacity building.The fourth chapter is the empirical investigation and analysis of the discipline inspection and supervision cadres in Huaying.The fourth chapter is the empirical investigation and analysis of the discipline inspection and supervision cadres in Huaying.The fifth and sixth chapters summarize the existing problems and reasons according to the investigation and analysis results,and propose corresponding solutions and countermeasures.The last part is the research summary and prospect.The main conclusions of this paper are as follows: there are some problems in the professional capacity building of discipline inspection and supervision cadres in Huaying,such as the system mechanism is not smooth,the effect is not obvious,the implementation of safeguard measures is difficult,and the lack of results.The reasons for these problems mainly include the weak awareness of the professional capacity building of the cadre team,the environmental constraints of the objective talent team,the negative effects of subjective and human factors,the lack of a strong cadre supervision system and mechanism,and the existence of irreconcilable contradictions within the team.It is proposed that the professional ability of the discipline inspection and supervision cadre team can be comprehensively improved by establishing and improving the professional capacity building system,optimizing the supervision and management system mechanism of the professional talent team,improving the professional capacity building result assessment and effect evaluation mechanism,and improving the professional capacity building related security system mechanism. |
