Study On The Problems And Countermeasures In The Integration Of F County’s Financial Funds Related To Agriculture

The key to the implementation of rural revitalization is to optimize the allocation of funds,to ensure that financial input and rural revitalization objectives and tasks.The integration of financial funds concerning agriculture as a whole is the latest reform attempt to optimize the allocation of funds.And now,phased achievements have been got in poverty alleviation.Optimizing the usage of financial agricultural funds integration has a lot of significance to the development and research of rural revitalization.Through the methods of Literature Research,inductive deduction and interview,this paper Takes County F,which is located in the poverty-stricken county in the western part of China,as an object,and applies the theory of cooperative governance,the theory of government and market,the theory of integral governance and the theory of public finance.Results made by implementing the policy of overall planning and integration of F county’s financial funds related to agriculture have been sumed up,and sorts out the problems existing in f county in the aspects of policy implementation,management mechanism,supervision and examination,project scheme,etc.,from the Policy Dimension,the Management Dimension,the performance dimension,the project dimension and so on,at the same time draw lessons from the domestic and foreign financial integration of agricultural funds,put forward a series of suggestions and countermeasures: From a clear division of responsibilities of the main governance;establish and improve the management mechanism;optimize the working environment of financial funds related to agricultural integration,widen the scope of integration,adjust the policy structure,promote the integration at the source,establish the multi-input mechanism,improve the management measures from the aspects of project preparation,project implementation,performance management,etc.Follow-up feedback mechanism should be established from project tracking,performance evaluation tracking,problem correction and so on.
