Research On Reform And Innovation Of Hangzhou Government Affairs Management "Run At Most Once"

In 2013,it was put forward for the first time that the combination of streamlining administration,delegating power and streamlining management was combined.In2015,the expansion and extension of optimized services were aimed at comprehensively promoting the reform and deepening of the administrative system,realizing the effective transformation of government functions,injecting continuous vitality into the rapid development of the market,giving full play to the creativity of social subjects,promoting rapid social development,and promoting high-quality economic development.Among various kinds of optimized government services,Zhejiang took the lead in introducing the reform of "running at most once",which is an important practice of the reform of "delegating administration,delegating power and optimizing services".It will organically combine streamlining administration,delegating power and optimizing services,and comprehensively promote the reform and deepening of the administrative system in a reverse direction.In December 2016,the government service "run once at most" reform was officially launched,and since then it has begun to spread to other provinces and cities in C hina.The reform is based on the idea of taking the people as the center,giving full play to the guiding role of conceptual innovation,relying on the simplified administration and decentralized power,departmental cooperation mechanism,"run once" and "run zero times" business model proposed by government departments,which greatly facilitates the people,The overall work efficiency has been improved,so as to maximize the efficiency of government services.This paper combines the actual case of "running at most once" government management reform in Hangzhou,based on the current situation of "running at most once" government management reform in Hangzhou and the specific problems,finds the problems in Hangzhou’s reform through research,and provides suggestions for reform nationwide.This paper takes Hangzhou as an example.The research idea is based on the idea of introducing the current situation,finding problems,and solving problems.First,the research status at home and abroad is sorted out and summarized.Second,based on the definition of government service,the concept of "running at most once" reform,the new public service theory,the service-oriented government theory,and the government process reengineering theory,the paper analyzes the current situation of "running at most once" reform service of government administration in Hangzhou,This paper analyzes the development necessity,development process and current actual effect of the reform of "running once at most" in Hangzhou.This research takes the groups handling affairs in Hangzhou as the research object,issues questionnaires,and goes deep into the Hangzhou Municipal Government Service Department to carry out field research activities.Based on the survey results and the current situation of "running once at most" government services in Hangzhou,It is found that the government service reform of Hangzhou "running at most once" still has the problems of inconsistent approval standards,isolated information island,inadequate policy publicity and inadequate regulatory mechanism.Through these problems,we found that the causes of these problems are: the administrative responsibility system is not perfect,the construction of information platform needs to be improved,the publicity is not enough,and the authority of department supervision is unclear.Finally,the effective path to deepen the reform is proposed,that is,change the management concept,straighten out administrative responsibilities,improve information sharing through data collaboration,comprehensively implement publicity and education,and establish a sound scientific and reasonable regulatory system,so as to achieve a breakthrough improvement in the overall service quality.This paper is based on the current situation,existing problems and main reasons of "running at most once" government management reform in Hangzhou.Based on the questionnaire survey,this paper locates the remaining shortcomings of "running at most once" government management reform in Hangzhou,and puts forward corresponding solutions to promote and improve the "running at most once" government management reform in Hangzhou.
