2016 is the first year for the development of shared bicycles.To some extent,it solves the problem of urban travel and becomes a helper for the convenience of citizens.However,there are two sides to everything.The development of shared bicycles is based on the cost-free use of some social resources.As a result,the traffic congestion,bicycle parking space and some environmental problems are not solved by enterprises This pays a price,so there is a certain negative externality.As a market-oriented main body,bike sharing enterprises have natural motivation to pursue interests in the absence of external supervision,which will form a negative feedback cycle,bringing greater negative externality to the society,so the government needs to strengthen the supervision of bike sharing.China's shared bicycle has the characteristics of large scale,fast speed and fierce competition.Its commercial profit model is in the exploration stage,with many business innovations,and there are certain difficulties in government supervision.Especially,many management rules of shared bicycle as a new thing are not perfect,which also puts forward new requirements for government supervision,which is also necessary for the government to promote the development of shared bicycle Improve the effectiveness of its supervision.This study takes the government regulation of shared bicycle as the research object.Based on the background and significance of the study,it systematically combs the research status quo and related concepts at home and abroad.Based on the theory of shared economy,government regulation theory and government governance theory,it provides a theoretical basis for the formulation of the supervision policy of the government.The necessity of China's Government Supervision:the market failure caused by profit seeking of enterprises is mainly manifested as the time of sharing bicycles and the concentration of space.In the process of development,there are "negative externalities",the problem of city appearance and traffic efficiency caused by the irregular parking and operation of shared bicycles,the "moral hazard" of users sharing bicycles,and the sharing of bicycles.Relevant resources are wasted,which determines the necessity of government regulation.At the same time,this paper analyzes the current situation of government supervision in sharing bicycle management in the market.The analysis mainly includes:access control,operation supervision,risk supervision and technical supervision of the industry.Further,this paper analyzes the problems existing in the government supervision,including the shortage of the enterprise and bicycle access system,the absence of government market supervision,and the government's supervision of new things.Insufficient knowledge and inefficient supervision.Finally,this paper puts forward suggestions for optimizing government supervision:first,to scientifically formulate access to shared bicycle space,to shared bicycle enterprises and users,and to bicycle quality;second,to cooperate between government and enterprises,to innovate regulatory means,and to focus on flexible user guidance;third,to improve the construction of laws and regulations,to strengthen government responsibility;fourth,to improve the supervision system with good big data,and to improve related supporting construction.
