In 2016,bicycle sharing has achieved unprecedented development,one time every kind of shared bicycle emerging in the domestic each big city to unlock,high streets and back lanes,intelligent borrowed,Internet plus,low carbon and environmental protection as a significant feature of the new generation of bike sharing,in a short period of time have been highly recognized by the majority of citizens.However,with the continuous development of bicycle sharing in Hangzhou market,has also brought a series of governance problems,especially the problems arising in the operation of bike sharing,has become a hot topic at the beginning of 2017 have been held in place on the NPC and CPPCC.Hangzhou city is currently facing the vehicle bicycle sharing operation stack lane,random parking,put in disorder,malicious damage,occupying,safety,maintenance,lack of management,the main responsibility is unknown,serious problems and strive for the user in phase operators dare not control user behavior.Through the investigation and analysis of the data,it is found that there is no complete set of government countermeasures for the sharing of single bike operation in Hangzhou.Based on this,by drawing on the relevant research results at home and abroad,with the governance theory,public goods theory,government function theory and collaborative theory,based on the Hangzhou city government in the operation of the bicycle sharing governance practice,starting from the practical perspective of governance,the governance situation in the operation process of bike sharing in Hangzhou a comprehensive in-depth analysis,to accurately identify the main problems of Hangzhou city government in the operation of bicycle sharing aspects,such as lack of perfect governance standards,lacks government capital policy suppor,the construction of shared bicycle supporting infrastructure is seriously deficient,lack of comprehensive and effective supervision,lack of soft cultural construction for shared bicycle renting,etc.Using literature research method and comparative analysis method and quantitative analysis method to analyze and research on the Hangzhou city government in the operation of bike sharing governance issues,to find out the root cause of these problems,such as the system of government governance is not sound,the government has not incorporated shared sicycle governance into the financial budget,urban transportation planning lags behind the actual development needs,shared bicycle supervision power single,lack of publicity and education of shared bicycle civilization and security renting,etc.Through the experience reference of government governance in shared bicycle operation at home and abroad cities such as Paris of France,Copenhagen of Holland,Beijing andGuangzhou,we can draw some insights and Enlightenments such as raise sufficient funds to operate shared bicycle,establish a perfect infrastructure guarantee,giving full play to the auxiliary function of the third party supervision,etc.Targeted from the perspective of the government put forward the corresponding countermeasures,such as establish and improve the bicycle governance system,provide capital and policy support,strengthen the construction of supporting facilities,giving full play to the multi supervision function under the government's guidance,strengthen the construction of soft culture,etc,in order to provide practical reference and constructive suggestions for the Hangzhou municipal government to improve the governance problems of shared bicycle operation.
