Simplifying administration and delegating power is an important part of administrative system reform.Through the implementation of various policies in simplifying administration and delegating power,China’s administrative approval system and economic operating mode have been continuously optimized,and the vitality of the socialist market economy has been effectively released.In the new round of institutional reform,the powers of governments at all levels have been clarified,especially for township governments as the most basic level of administrative organs.Their lists of responsibilities and service items have been sorted out and clarified,their powers have been further optimized,and their ability to serve the people and society has been improved.However,as the reform of simplifying administration and delegating power continues to deepen,the problems and difficulties that exist are increasingly highlighted.How township governments can quickly overcome difficulties in the dynamic reform of simplifying administration and delegating power,complete reform tasks at the fastest speed,and achieve the maximum reform dividend is a problem that needs attention and emphasis at the current stage.In the process of simplifying administration and delegating power,as the most basic level of government in the Chinese administrative system,township governments undertake the administrative power delegated by higher-level administrative departments and directly serve social organizations,enterprises and the general rural population.The smoothness of the process of power transfer directly affects the effectiveness of administrative system reform.This article takes D Township Government as an example,starting from the current work status in the process of power transfer,to discover and solve the difficulties and problems in the process of power transfer for township governments,to achieve the scientific and effective transfer of delegated power,and better achieve the goal of reform.By studying the theoretical research results of domestic and foreign administrative system reform and power delegation,using new public service theory and service-oriented government theory,analyzing the current administrative work status of townships through questionnaire surveys and interview research,and conducting in-depth discussion and research on the problems that exist in the process of simplifying administration and delegating power,a comprehensive and in-depth understanding of the problems that township governments currently face,such as the mismatch between delegated power and actual government needs,the need for further optimization of staff establishment,and insufficient capacity of grassroots governments to perform their duties has been achieved.These problems are mainly caused by incomplete functional transformation,relative lag in staffing adjustments and simplifying administration and delegating power,and inadequate follow-up of professional training for staff.Through scientific research and analysis,specific targeted suggestions have been put forward to improve the communication and feedback mechanisms during the dynamic implementation process of delegated power,optimize the list of responsibilities,optimize the administrative staff structure,promote matching between people and positions,pay attention to the introduction of talents and business guidance,and improve service capacity and level,which has certain reference value for the in-depth promotion of simplifying administration and delegating power and administrative system reform.
