| Optimizing the business environment is an important means to promote the modernization of the national governance system and governance capacity,and it is also an effective measure to promote regional economic development.High-quality county economic development is inseparable from the support of a high-quality business environment,so the optimization of the county business environment is very important.This study takes how to optimize the business environment of County A in Hebei Province as the starting point,and uses the new public management theory,new public service theory and government intervention theory as the guide from the perspective of county-level government to study the business environment of County A in Hebei Province.In the practice of optimizing the county business environment,County A in Hebei Province has indeed achieved obvious results in government services,rule of law construction,market supervision,infrastructure construction,etc.,but there are also some governance problems.Through the data of the questionnaire survey,it is found that the business environment of A County in Hebei Province has low efficiency of government services and cumbersome processes;There are irregularities in administrative law enforcement,emphasizing examination and approval over supervision;The sense of gain of market entities is low,and the new market entities are declining;Major problems such as lack of overall infrastructure planning and uneven regional construction.At the root cause,these problems reflect the shortcomings of County A in the four areas of government environment,legal environment,market environment and infrastructure.Through literature analysis and comparative analysis,combined with the actual situation of county economy in Hebei Province,the study proposes that county-level governments should optimize through the following four aspects: first,improve government services,second,standardize administrative law enforcement,third,strengthen market supervision,and fourth,optimize infrastructure,and continuously optimize the county business environment through these four aspects,so as to promote the benign development of the county economy,in order to provide examples for the development of the county economy in Hebei Province. |
