Research On The Existing Problems And Optimization Strategies Of Xuzhou’s Business Environment From The Perspective Of Service-oriented Government

In July 2020,President Xi Jinping put forward "to create a market-oriented,legalized,and internationalized business environment at the entrepreneurs forum." "The business environment can only be better,not the best." As our country’s economic development has entered a new normal,the optimization of the business environment has received more and more attention and has become the focus of attention in the process of building a service-oriented government in my country.One of the pillar conditions of the service-oriented government is to maintain economic growth,which is consistent with the result of optimizing the business environment.So how to optimize the business environment from the perspective of the service-oriented government is worth pondering.This article starts from the perspective of service-oriented government,based on the theory of new public management and service-oriented government,and draws on the 2019 business environment evaluation index system compiled by the National Development and Reform Commission,the business environment evaluation system issued by the Xuzhou Municipal Committee Office and the Business Office and Domestic research results,combined with expert opinions,selected a set of business environment evaluation index system from the three dimensions of government service environment,market environment and public service environment.At the same time,taking Xuzhou City as the research object,designing a survey questionnaire for empirical analysis,using the entropy weighting method to determine the index weight and calculating sample scores based on the questionnaire data,in order to evaluate the business environment of Xuzhou City.The overall business environment of the five municipal districts of Xuzhou City is ranked in the order of Yunlong District,Quanshan District,Tongshan District,Gulou District,and Jiawang District.The business and public service environment of Xuzhou City is relatively high,and the market environment still needs to be optimized.Through in-depth exploration of the survey questionnaire data and the collation and analysis of the interview materials,it is found that the municipal affairs environment of Xuzhou has the problems of insufficient implementation of business preferential policies,poor quality of business services,and insufficient tilt of business benefits.The reason is The business service system is imperfect,the business service efficiency is insufficient,and the business service concept is not advanced;the market environment has the problems of irregular market operation order and lack of integrity,poor quality of financing services,and large burdens for enterprises to obtain office space.The reason lies in the insufficient level of market supervision,poor financing environment,and inadequate regulation of housing prices;the public service environment has the problems of poor urban road conditions and large brain drain.The reason is that the infrastructure planning is not reasonable and the talent policy is not inclusive.Finally,from the three evaluation dimensions of government service environment,market environment,and public service environment,we put forward countermeasures and suggestions to optimize the business environment of Xuzhou City.Xuzhou City can improve the business service system,optimize the efficiency of business services,and change the service concept.Improve the level of market supervision,improve the level of financing services,and effectively reduce the cost of enterprises;rationally carry out urban infrastructure and reduce the loss of talents to bring enterprises a better service experience and further optimize the business environment.
