Since 2014,China’s relevant departments have issued a number of policies to vigorously promote the application of PPP(government-private capital cooperation)mode and encourage social capital to participate in the construction of infrastructure projects.So far,initial results have been achieved.However,there are still controversies about whether the PPP model can really improve the efficiency of public goods and service projects.Therefore,it is of great significance to study the practical problems of PPP projects and the influencing factors of PPP project performance for giving full play to the advantages of PPP model.At the same time,as government behavior is an important factor influencing the performance of PPP projects,studying the impact of government behavior on the performance of PPP projects is of great significance to the operation of public projects under the PPP model in China and the promotion of the PPP model in the whole country,which is worth studying.To better study the PPP project in the development of public infrastructure in our country,to promote the operation of the PPP mode in our country,the government behavior influence on the performance of the PPP project as the research object,based on the analysis of domestic and foreign scholars research results is proposed in this paper,on the basis of the content of the study,combined with the PPP project performance and interests related theory,transaction cost theory.Using literature research method,expert interview method and grounded theory to study the impact of government behavior on PPP project performance.Firstly,the model hypothesis is proposed on the basis of determining the government behavior and PPP project performance index list,and the latent variables are set up to measure variables,and the model is calculated and analyzed by questionnaire survey method and data analysis method,and the preliminary influence relationship of government access,participation and collaboration behavior on PPP project performance is obtained.Through path modification,the relationship between the latent variables is further modified,and finally the relationship between the four behaviors of government preparation,contract management,government support and government service and PPP project performance is obtained,as well as the relationship among the measurement variables.It is concluded that the government’s preliminary preparation,government support,contract management and government service will have a certain impact on THE PERFORMANCE of PPP projects,and each latent variable is not independent,but correlated with each other.Finally,according to the analysis results,it is suggested that the government should strengthen the supervision of PPP projects and enhance the correlation degree of each link of government behavior.In the micro aspect,it is necessary for the government to improve the comprehensive service quality and do a good job in sustainable development to improve the promotion degree of government behavior to THE PERFORMANCE of PPP projects.Through the study of government behavior indicators,this study analyzes the status quo and adverse factors of government behavior,which plays a positive role in promoting the healthy development of China’s PPP model.Meanwhile,the improvement measures put forward by the government are expected to provide some theoretical reference for the transformation of China’s PPP project government behavior.
