| Urban infrastructure construction is an inevitable requirement for urban development,and it is vital to the daily life of urban residents.With the development of urbanization,the growth rate of urban infrastructure construction is speeding up,and the problems such as the shortage of public funds,the lack of professional ability and the adverse monitoring of the government are emerging.In order to ensure the healthy,stable and rapid development of urban infrastructure construction,and bring into full play the professionalism and efficiency of social capital,,it is a trend to introduce social capital into the field of urban infrastructure construction.However,as our Public-Pravate Partnership model is in its infancy,it is still facing many difficulties and challenges.To insure the quality and efficiency of Public-Private Partnership,China needs to establish the perfect government regulation system of Public-Private Partnership.This paper defines the related concept and the theoretical basis of government regulation of urban infrastructure based on PPP model,the definition of government regulation of urban infrastructure based on PPP model,clear government regulation system of the PPP project based on Life Cycle theory.On the basis of expounding the history of the development of government regulation on PPP project of urban infrastructure in our country,this paper analyzes the obstacles faced by the government regulation of PPP project in urban infrastructure at present and the reasons for these obstacles.Through the comparative analysis of PPP mode of government regulation experience in Britain,France and South Korea,proposes the introduction of relevant laws and the establishment of independent regulatory agencies as the primary task of government regulation,and establish a government regulation mode covering the life cycle(the admittance,construction,operation,and exit)of urban infrastructure PPP projects,contribute a performance evaluation system of PPP project participated by the contractor,management,users and other parties involved,to improve the government regulation of PPP project.The first innovation point of this paper is analysis of government regulation from the perspective of infrastructure lifecycle,studied systematically the various stages of the social capital city infrastructure in the process of market entry,construction,operation and exit the government behavior,design infrastructure life cycle theory of city infrastructure system based on government regulation under the background of market;the second innovation point is improving the government supervision performance evaluation system of urban infrastructure PPP project including two aspects of government supervision results evaluation and PPP project evaluation... |
