Study On The Relationship Between The Local Government Management Ability And The Public Private Partnership Project Performance

Along with the rapid advance of urbanization and the acceleration of aging time arrival, the local government is facing a more serious public infrastructure and services to provide pressure, public-private partnership model is widely considered to solve local public goods with problem, get the favour of scholar and government. Public-private partnership model in addition to the traditional public service supply mode and alternative, not only in reducing the financial burden, efficient public services, risk sharing, etc have natural advantages, in the transformation of local government function,meanwhile to promote local governance ability formation mechanism of "reversed transmission". Research of this paper is to analyze local governance capability in the actual concrete embodiment of the PPP projects, and by using theoretical deduction and empirical test method to study the different of the governance ability of the PPP project running?In this paper, based on the theory of incomplete contract and asset specificity, it on to the concrete in the operation of the PPP projects, combining the theory of governance,build up the government management ability and the PPP performance between the five theoretical assumptions, empirical study set a variable for later performance support system theory.On this basis, the research of the PPP projects by the end of September2015 statistics collection, set up a group of the PPP project case, and carries on the descriptive analysis and binary logistic regression analysis.Data analysis results show that the government there is relationship between governance and PPP operation performance, in accordance with the input- process- results framework, found the government's organization integration ability and responsibility, the stronger the ability to control local PPP performance development, the better, and the government's target identification ability and no significant correlation between the PPP project operationperformance, as a whole on the theoretical hypotheses proposed above is very good.After fully absorb the theoretical analysis and empirical analysis under the premise of related work, put forward the government should pay attention to cultivate negotiation ability and the ability of the integration of market main body, strengthen regulation and responsive.
