How to improve project performance is one of the core issues concerned in the field of Public-Private Partnership(PPP)project management.According to the justice theory in organizational behavior science,the PPP institutional framework,policies and governance measures will create justice perceptions to investor;but,simultaneously,government actions will directly influence a PPP project performance.This paper studies the relationship among government behaviors,investor justice perceptions and project performance.Firstly,this paper systematically summarizes government actions and key performance indicators(KPI)in PPP projects.Through the application of the Grounded Theory and Work Breakdown Structure(WBS)combined identication method,the assistance of NVivo Software that sorted 210 PPP policy documents and 6 standardized PPP contracts related to government actions,and the participation in expert interview and theoretical analysis,the initial government actions list is prepared.The initial KPI list was also obtained through literature review and theoretical analysis.On this basis,the initial list was adjusted through a questionnaire survey and factor analysis,which formed both list and classification.The government's actions were divided into four categories: initial preparation,support and guarantee,contract management,and government services.KPI was divided into four categories: financial capacity,construction period,operation period,and rate of return on investment.Secondly,to measure the level of justice perceptions of social capital,it is necessary to use an appropriate justice scale.Through literature review and comparative analysis,allocationjustice,procedural justice,relationship justice,and informational justice are chosen to establish a four-dimensional scale.Based on the semi-structured interview of senior professionals of PPP projects,unfair circumstances in practice are summarized and were used to modify and supplement the question items to formulate the initial scale.After the second large-scale questionnaire survey,according to the results drawn from confirmatory factor analysis,procedural justice was further divided into procurement justice and contractual justice,creating a 40 items,5 dimensional PPP justice perception scale for investors.Thirdly,the questionnaire survey was conducted on the basis of the justice scale,government actions list,and KPI list.Based on the survey data,the status and distribution under different control variables are analyzed using multi-level and multi-dimensional statistical methods,with results as follows: The characteristics of PPP projects,the type of government action,and the varying dimensions of justice perception have different degrees of correlation.Project performance is influenced both by the degree of support from government and the level of justice perception held by social capital.Finally,the PLS-SEM was utilized to build a hypothetical model consisting of government behaviors,investor justice perceptions and project performance i verified.Through literature review,the impact of the three factors was summarized,which was later supplemented by theoretical analysis and expert interview,to formulate a theoretical hypothesis model.The model was verified using the SmartPLS software model,with the results revealing the characteristics and problems in practice when applying the PPP.Through comparative analysis of similar cases involving the same private investor in two different provinces,the model is further validated,and some suggestions for improving PPP policies proposed.
