Research On The Path Of Rural Governance Community Construction In The New Development Stage

After building a moderately prosperous society in an all-round way,China has entered a new stage of development in comprehensively building a modern socialist country and marching toward the goal of the second centenary struggle.Without agricultural and rural modernization,there can be no modernization of the entire country.Therefore,in the new development stage,we should comprehensively promote rural revitalization and accelerate the modernization of agriculture and rural areas.Rural governance is the foundation of rural revitalization,and it is also the guarantee for promoting the smooth realization of agricultural and rural modernization.To this end,promoting effective rural governance has become the meaning of agricultural and rural development in the new development stage.The Fourth Plenary Session of the Nineteenth Central Committee of the Communist Party of China creatively proposed "building a social governance community in which everyone has responsibilities,everyone fulfills their responsibilities,and everyone enjoys";the Fifth and Sixth Plenary Sessions of the Nineteenth Central Committee of the Communist Party of China made a more profound exposition on this,which has distinct practical pertinence and practical guiding significance for strengthening and innovating rural governance and promoting rural social harmony and stability in the new development stage.Therefore,taking the countryside as a micro governance space,building a rural governance community with multiple subjects sharing governance responsibilities and sharing the results of governance has become an entry point and breakthrough point for improving the efficiency of rural governance and promoting the vitality and harmony and order of rural society in the new development stage.In this paper,we use the literature analysis method and the field investigation method to study the construction of rural governance community.The study consists of six parts:the first part is the introduction part.Clarify the research background and significance of the paper,sort out the domestic and foreign research results on social governance community,rural governance and other related research results,explain the main ideas and research methods adopted by the paper,assume the research difficulties of the paper and the solutions to be adopted,and introduce the possible innovations of the paper.The second part is to elaborate on the relevant concepts and theoretical foundations.It focuses on the concepts of the new development stage and the rural governance community,specifically discuss Marx and Engels’idea of the community,the Sinicized Marxist rural governance thought,and the governance ideology in China’s excellent traditional culture,and studies the value implications of building a rural governance community in the new development stage.The third part is investigation and research.Through the investigation of 4 counties and 37 villages in Sichuan Province,the current situation of the rural governance community in terms of governance subjects,governance processes,and transformation of governance achievements was grasped.The fourth part is the summary and analysis of the current situation.In-depth analysis of the achievements of the construction of rural governance communities in the new development stage in the three dimensions of governance subjects,governance processes,and distribution of governance results,the dilemmas faced and the deep-seated reasons for these dilemmas.The fifth part is path exploration.On the basis of the analysis of the first two chapters,we use systematic thinking to give practical countermeasures from the three levels of governance subjects,participation forms,and sharing mechanisms,and promote the construction of a rural governance community in which "everyone has responsibilities,everyone is responsible,and everyone enjoys".Part Ⅵ summarizes the full text and presents research deficiencies and future prospects.
