Research On The Governance Of Rural Human Se Ttlements In Huyi District Under The Background Of Beautiful Rural Construction

With the great victory of my country’s targeted poverty alleviation and the realization of the building of a moderately prosperous society in an all-round way,the quality of life of farmers has been continuously improved.At the same time,farmers have a higher pursuit of a better life in the new stage.Since the Fifth Plenary Session of the 16th Central Committee,the Party Central Committee has attached great importance to the construction of beautiful countryside and the governance of rural living environment.In 2018,the Central Committee of the Communist Party of China released the "Three-Year Action Plan for Rural Human Settlements",and in December 2021 released the "Five-Year Action Plan for Improving Rural Human Settlements"(2021-2025).To build a beautiful countryside,the key is to manage the rural living environment.The "Program of Action" points out that by 2025,the rural living environment will be significantly improved,and new progress will be made in the construction of ecologically livable and beautiful rural areas.This thesis is divided into five parts.The first part is the introduction,which introduces the era background,development background,regional background and theoretical and practical significance of the topic selection.Existing problems,specific countermeasures,the importance of comprehensive management of rural living environment,existing problems,governance countermeasures,research in Huyi District,Xi’an City,and the progress of theoretical research and practical research on rural living environment abroad,and the The domestic and foreign research in this field is reviewed;it is followed by the research ideas and methods,innovations and research deficiencies of this paper.The second part of the relevant concepts and theoretical basis,expounds the concepts of "beautiful countryside","rural living environment" and "rural living environment governance";The discussion of important ideas has laid a theoretical foundation for the analysis of the problem of rural human settlements environment governance in Huyi District.The third part introduces the basic situation and current governance status of Huyi District and the three sample villages,as well as the data analysis of the author’s investigation and visits to the villagers of the three sample villages in Huyi District.The fourth part analyzes the problems existing in the process of rural human settlements environment governance in Huyi District based on the data analysis and survey visits in the third part.Through the investigation,it was found that in the process of comprehensive management of the rural living environment in Huyi District,there are imperfect rural infrastructure,the appearance of the village needs to be improved,the awareness of the main body’s participation is not active,and the organizational guarantee needs to be consolidated.In the fifth part,in response to the above problems,this paper puts forward a plan and strategy for the governance of the rural living environment in Huyi District:adhere to the leadership of the party and government,strengthen organizational construction;improve relevant systems and improve long-term mechanisms;improve farmers’ awareness and play the main role;multi-channel Raise funds and expand capital investment.
