Research On The Supply Of The Urban Community Public Service In China

With the disintegration of the "unit system society" and the continuous advancement of the urbanization process,the community,as the "last kilometer" connecting the Party and the government,undertakes more and more public service items,and its important status and value in the urbanization and socialization process are increasingly obvious.With the development of economy and society,how to improve the quality of urban community public services,provide diversified,accurate and fair quality services,and meet the diversified needs of community residents for comfortable living environment,perfect infrastructure and rich cultural activities has become the focus of attention of urban governors and an important direction of social development.The supply of urban community public services in China has experienced the transformation of autonomy,industrialization and socialization,and gradually become a key part of urban community governance system.The research object of this thesis is the supply of urban community public service of our country,using the theory of public goods,the theory of new public service and the theory of collaborative governance.Based on the literature of urban community public service supply at home and abroad,the definitions of urban community public service and public service supply are defined.Secondly,it analyzes the measures taken to supply urban community public service,summarizes that our country has taken certain measures in perfecting the supply system,perfecting the supply mechanism,innovating the supply platform and encouraging all the subjects to participate in,and gradually realizes the diversification of the supply subjects of urban community public service,promotes the technological innovation of urban community public service supply,improves the fragmentation of the supply mode of urban community public service,and expands the content scope of urban community public service supply.By analyzing the current service supply situation in domestic cities,it is concluded that there are still common problems such as lack of coordination among various suppliers,inadequate allocation of supply facilities,mismatch between service supply and demand,weak areas in balanced supply and insufficient quality supply.Then,this thesis analyzes the measures taken by foreign urban community public service supply,and also selects excellent community cases in Dalian for investigation and research.Combined with domestic and foreign experience,it provides a reference for the research on urban community public service supply in China.Finally,according to the existing problems of urban community public service supply and the experiences of domestic and foreign countries,this thesis puts forward some suggestions from the aspects of perfecting the coordinated governance system,establishing and perfecting the mechanism of capital input,strengthening the precision supply of urban community public service,dealing with the problems of efficiency and fairness of urban community public service supply,establishing and perfecting the evaluation mechanism of urban community public service supply and improving the construction of talent team of urban community public service supply.This thesis draws the following conclusions: First,the supply of urban community public services in China should be based on residents’ demand;second,the government should play a leading role in the supply of urban community public services.
