Since 2006,the requirements of macroeconomic policies for innovation and development have been continuously improved,and the country’s comprehensive innovation capability and innovation system have also ach ieved remarkab le resu lts.As an important part o f this process,the provincial innovation policy not only carries the national strategic spirit and is under the direction of the central policy,but also combines the local endowment to implement the policy and gu ide the specific work of local innovation and development.Therefore,accurate assessment of provincial innovation policies,research on the quality of the policies themselves,and discovery of problems in policy implementation are important drivers for further enhancing regional innovation and development.First of all,this article reviews the theory of government intervention and public policy evaluation,combined with existing research,seizes the two parts of policy s upply and policy implementation effects,and sorts out the theoretical mechanism of provincial innovation policies affecting regional innovation development.Secondly,a text analysis of 843 provincial-level innovation policies in 31provincial-level administrative regions across the country from 2006 to 2018 was conducted in an attempt to assess the supply characteristics of current policies.First,start with the policy subject to study the main body of the post,count the number of individual posts and joint posts,sort out the policy network structure and calculate the network density,study the changes in the policy network and policy coordination;second,start with the policy object to study the policy subject terms.Through the calcu lation and analysis of the co-occurrence matrix and the correlation coefficient matrix,as well as the dendrogram cluster analysis,research the degree of fit between the provincial innovation policy and the actual innovation development;third,start with the policy appro ach to research policy tools,sort out,and analyze item by item,Study the proportion of various policy tools used,and explore the logic behind the government policy.Then,continuing the previous research ideas of policy subject,policy object,and policy approach,the provincial innovation policy is d ivided into policy strength,policy objectives,and policy measures,and indicators are quantified,and then the Cobb-Douglas production function is constructed.Section conducts regression analysis to study the influence mechanism of provincial innovation policies on regional innovation performance.The results found that the number of policies can significantly improve regional innovation performance,and the intensity of policies has an insignificant negative impact;the protection of intellectual property rights and technology R&D and innovation in the policy objectives have no significant impact,and the change of scientific and technological fin ishing has a important role in making the change of scientific and technological achievements;among the policy measures,The talent category and platform equipment category have a great positive effect,and the capital category has a negative and insign ificant effect.Finally,based on the results of the paper,this article believes that possible policy reform directions for provincial innovation policies in the future are: first,steadily increase the number of policies,and continuously optimize policy strength;second,deepen intellectual property protection,adhere to technology research.And continue to strengthen the change of scientific and technological innovation;the third is to promote the development of talent policies,refine cap ital policies,and actively develop platform equipment policies.
