A Study On The Cultivation Model Of Government-social Enterprise Cooperative Social Organization

Under the strong promotion of the government,the number of social organizations in Shanghai is increasing day by day,with various types and diversified services.However,the development quality of most social organizations is uneven.Under the impact of the epidemic in 2020,many social organizations are facing difficulties in their development,and some social organizations in their initial stage are in an even more difficult position.In this context,The Shanghai Municipal government began to explore the cultivation of social organizations.This paper mainly studies the following questions: In the cultivation of social organizations,what resources do the government and social enterprises have respectively,and how do these resources interact with each other? What are the achievements and characteristics of government-enterprise cooperation in fostering social organizations?Based on the theory of resource dependence and the theory of capacity building of social organizations,this paper analyzes the practice of Shanghai municipal government in cultivating social organizations.The paper is divided into six parts.The first part is to comb the existing literature.The second part of the present development of social organizations and social organizations in Shanghai,the practice of the third part of the selection of Shanghai social entrepreneurship base as a case analysis,the fourth part based on resource dependence theory to the government and society enterprise were analyzed,and the interaction between the fifth part of enterprise collaborative cultivating mode,social organization,The last part is the conclusion and reflection of this paper.Through case study,this paper draws the following conclusions: First,government departments have strong governance resources but weak operational resources,while social enterprises have strong operational resources but weak governance resources.Therefore,the government and social enterprises can achieve long-term cooperation through the exchange of governance resources and operational resources.Second,the government governance is irreplaceability,rational resources and the operation of social enterprise resources have alternative,the relationship between the government and the social enterprise is under the unequal relations of cooperation,in order to reduce the dependence on government governance resources,social enterprises through its own professional ability,let the government to reverse its operational resources dependence.Thirdly,in the cooperative cultivation mode between the government and social enterprises,more attention is paid to the capacity building of social organizations,and the way of resource allocation has got rid of the directional supply of direct cultivation by the government in the past,and resources are allocated among social organizations in the way of competition,so as to activate the power of development of social organizations.
