Thesis Title:Research On Social Enterprise Participation In Elderly Service From The Perspective Of Resource Dependence

In recent years,the number of the elderly population in China continues to grow,and the demand of the elderly service market continues to increase.The state has responded positively and introduced a series of policies and measures.Facing huge pressure to pension,our country traditional endowment way already can’t adapt to the new endowment demand,in the context of a limited number of public pension institutions,social enterprises can not only become effective pension service providers,can also according to its own unique advantages,namely through the way of market competition to improve the elderly life quality.Social enterprises have both social and economic characteristics,so it will be a novel and appropriate strategy to encourage them to participate in the supply of old-age care services in China.In this paper,by using the resource dependence theory to construct the basic framework of social enterprises to participate in the pension services,with social enterprises to participate in old-age service as the starting point,analyzed the social problems we faced in the process of participation and the present situation of the enterprises participate in domestic social endowment service,social resources transformation,interaction between enterprise and the government,such as resource dependence analysis,To study how to balance and optimize the resources of social enterprises and the dependence relationship between them and the government,so as to promote the overall development of social enterprises and finally reach the state of institutionalization.This paper combs the experience of social enterprises’participation in elderly care services at home and abroad,selects a social enterprise for elderly care certified by China Charity Fair in 2017 for case analysis,proposes the advantages and disadvantages of social enterprises’ participation in elderly care services,and provides corresponding countermeasures for improving the participation of social enterprises in the new era in China.This paper holds that the operation mode of old-age care social enterprises like"Sunshine Jiayuan" in old-age care service has gone beyond all kinds of restrictions.By allowing the government to purchase basic services,enterprises and society to promote development,and the market to pay for old-age care service,an effective cooperative operation mechanism has been established.Although the concept of"social enterprise" was not clearly put forward at the beginning of establishment and operation of "Sunshine Jia Yuan",from the perspective of practice,its organizational goals,income sources,operation methods and profit distribution in elderly care services have already possessed the basic elements of a social enterprise.In this paper,to better promote social enterprises to participate in the pension services,on the one hand,the government as the main external resources supply main body should create and optimize the resources environment,practice include:establishing social enterprise legal status and unified authentication standard,improve the system of tax incentives,increase financial support and foster social entrepreneurship and professional pension services.On the other hand,social enterprises themselves should take the initiative to adapt to and adjust the resource environment,increase the integrated use of external resources,reduce the dependence on external resources,including:improve their own management system,improve service quality,establish old-age service brand,occupy the core competitiveness of the market.
