housing structure in the real estate industry has changed.Housing consumption mainly changed from buying houses to buying and selling simultaneously,returning to the housing attribute of housing,insisting that "the house is used to live,not to invest.",to fight speculation and stir up real estate and curb the real estate bubble.With the intensive entry of capital,the long-term rental apartment has entered the traditional rental industry with a new thinking and mode.As a first tier city,Shanghai has provided a superior growth environment for the growth of long-term rental apartments,showing explosive development.Long term rental apartments can meet people’s high-quality demand for housing rental.However,as a new form of housing rental market,the whole industry is still in its infancy,and many problems and hidden dangers have been exposed in the process of development.The whole industry urgently needs the government to strengthen supervision and standardize development.This paper selects Shanghai long-term rental apartment market as the research object of government supervision,taking Yujian apartment as an example,through the analysis of the beginning and end of Yujian apartment thunderstorm incident,to analyze the problems existing in government supervision and the causes of the problems,and finally puts forward some targeted suggestions.Specifically,this paper is divided into four parts: the first part is an overview of the basic theory,including the definition of long-term rental apartment,rent loan,government regulation,market failure theory,public regulation theory and the analysis framework of this paper;the second part mainly introduces the development background of Shanghai long-term rental apartment market and the current situation of government regulation,including the basic situation of the city,long-term rental.The third part mainly takes Yujian apartment as an example to analyze the problems and reasons of government supervision,including the whole story of Yujian apartment thunderstorm,the problems of long-term rental apartment market,the problems and reasons of government supervision,etc.;the fourth part mainly puts forward suggestions according to the above problems,aiming at the existing problems,further standardizing the market development,and increasing the support for enterprises.Long term apartment enterprises actively strive for market share in Shanghai.Although the development of emerging things is too fast and the government supervision will lag behind,the chaos in the market also reveals some problems in the government supervision,such as the lagging concept of supervision and management,the solidification of the path,the existence of a vacuum in supervision and the government’s support for the development of the industry need to be improved.The main reasons for these problems are: the government lacks protection for the lessee in the process of supervision,there are defects in the Charter mode of long-term rental apartments,it is difficult to supervise the normal management of mixed industry operation,the objective existence of the mode of joint law enforcement by multiple departments,and the lack of single means of supervision subject,resulting in low supervision efficiency.The current government supervision can be optimized.Improve the government supervision system of the long-term rental apartment market.Government supervision should take into account the interests of different subjects,standardize different interest subjects,change the concept of government supervision,build an industry risk early warning system,build a government led credit system,build a multi-agent supervision platform,optimize the supervision system and framework,and improve the efficiency of government supervision;The second is to improve the regulatory system construction of the long-term rental apartment market,such as accelerating the improvement of the system of Shanghai measures for the administration of residential housing leasing,establishing a standardized and fair "main management system of Housing leasing",establishing environmental protection standards for housing delivery in the apartment industry,and guiding "prefabricated" decoration.Only by strengthening the control of long-term rental apartments in Shanghai
