In recent years,China’s Internet information technology has developed rapidly,and has been continuously integrated with other fields,which has promoted the emergence of new business formats.Under the development of Internet technology,the integration of housing leasing and finance has formed a long-term rental apartment industry.The long-term rental apartment industry has a logical starting point and development potential that is completely different from traditional renting,but some long-term rental apartment companies are not satisfied with a solid basis in products or user needs,but rely on the power of capital to expand rapidly,which not only lacks effective profit model support,but also easily leads to vicious competition in the market.Therefore,when the "lightning" crisis appears,it has the characteristics of wide scope,large amount of money,easy to cause social problems,and affect the stable operation of the economy.Since the "thunder" of long-term rental apartments in 2018,millions of tenants,suppliers and employees have been damaged by long-term rental apartments across the country,and the amount of damaged funds has reached more than one trillion yuan,and the number of complaints from the masses has surged,seriously undermining the order of the socialist market economy and social harmony and stability.In October 2020,the report of the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China once again emphasized: "Coordinate traditional and non-traditional security,integrate security development through all fields and processes of national development,prevent and resolve various risks affecting China’s modernization process,and build a solid national security barrier." It can be seen that discussing various risks in the field of new formats of long-term rental apartments and their regulatory countermeasures is an urgent need to promote the healthy development of new formats and promote the modernization of national governance.Firstly,this paper analyzes the practical background of the supervision of long-term rental apartments,sorts out the current research status at home and abroad from the problems existing in long-term rental apartments and government supervision,summarizes the shortcomings of research,defines the relevant core concepts,and introduces the relevant theories of government regulation in detail,which lays a theoretical foundation for the following research.Secondly,on the basis of domestic and foreign research and theoretical analysis,the case analysis method and survey interview method are used to identify the problems of immature business model,barbaric growth,disorderly expansion of capital and financial alienation in the development of mayor’s rental apartments in Shenzhen.From the perspective of public management,the factors that lead to disorder in the long-term rental apartment market in terms of industry operation mode,unclear responsibilities of regulatory entities,passive lagging supervision and industry self-discipline are classified,and the problems and root causes of the Shenzhen mayoral rental apartment market are analyzed based on interviews and suggestions from law enforcement personnel of relevant regulatory departments.Finally,based on the principle of inclusive and prudent supervision,the regulatory countermeasures for long-term rental apartments are sorted out from various aspects,such as improving the construction of the regulatory rule of law system,improving the regulatory coordination mechanism,improving the credit system and diversified dispute resolution mechanisms.
