| Grassroots civil servants are at the forefront of grassroots activities,serve as a link between government and the masses,and are the executors of our party and national lines and policies.As the reform of the market supervision system deepens,the grassroots civil servants of the market supervision system are also facing new pressures and challenges.As the backbone and key force of the grassroots government and key functional sectors,grassroots civil servants communicate directly with the masses,face-to-face,and take full responsibility for the implementation of national guidelines and policies.They are facing great labor pressure.We feel that these factors influence the effective development of grassroots civil servants’ work and also improve the governance capacity of grassroots governments.Aiming at the problem of burnout of grassroots civil servants,this article targets the current grassroots civil servants of the Y City Supervision System in Jiangsu Province and is based on Masrak’s three-dimensional structural theory and Hertzberg’s two-factor theory.Maslow’s theory of desire.Comprehensive use of case interviews,question surveys,data analysis,and other methods to study and assess grassroots civil service burnout in real-world work.Research has shown that grassroots civil servant burnout is affected by five aspects: the oversight system is not functioning straight and job performance is not standardized.Lack of fragmented connections;grassroots supervision of performance guarantees inadequacy,security systems are not perfect;pressure on family and surrounding interpersonal relationships;social fault tolerance rates on civil servants are low.In particular,the regulatory system is not well-developed,and the lack of standard job performance mainly includes a redundant supervision system after the reform of the system,and the regulatory function is not well-developed.After the merger,the systems were separated and the lack of coordination mainly included the separation of personnel and the management system after the system reform.The guarantee system is incomplete,with insufficient grassroots oversight and performance guarantees,and inadequate financial guarantees for personnel,primarily after reform of the system.Guarantee of information governance,etc.The low negligence tolerance of civil servants in society mainly includes institutional reforms and higher social expectations from the outside world.The communication channel is not perfect.According to the research and research in this article,the authors have found that by optimizing the functional structure of institutional reforms,promoting team integration,improving the level of economic benefits,providing more employment promotion paths,and improving related security.Model optimization and reform,as well as enhanced public opinion guidance,discovered only from five aspects: The reform of the market supervision system has entered a new situation,and the work of grassroots civil servants has been burned down.Can be mitigated and effectively improved in governance.Grassroots government capabilities and work efficiency. |
