| In 2015,Zhejiang Province put forward new ideas,new mechanisms and new carriers to promote industrial agglomeration,industrial innovation and industrial upgrading,and accelerate the planning and construction of a number of characteristic towns.The construction of characteristic town is an innovative design to solve zhejiang’s development problems and seize the opportunities of transformation and development.It is also a strategic choice for innovative development.Focusing on the development concept of “trinity” of industry,culture and tourism and “integration of production,living and ecology”,the construction of characteristic towns has become a normal work of building high-quality development platforms in Zhejiang province.Today,although the new economy is developing rapidly and traditional industries have also been effectively promoted,zhejiang’s transformation and upgrading are still on the way.Industrial chain high-end,integrity,science and technology innovation ability is quite short,the development of the characteristic town still has certain gap with the expected size and quality,in order to adapt to the new normal of lucheng economy development,in accordance with the "enterprise main body,market operation,government guide",since 2019,lucheng around the shoe industry to upgrade,It clearly puts forward the systematic implementation of the“four major projects” of The Upgrade of Chinese shoes,and actively creates the provincial characteristic town to fill the gap of the provincial characteristic town in Lucheng.It is very necessary to study how to better play the role of government behavior in the construction of market-oriented characteristic town.Based on the theory of government function and government power,this paper systematically analyzes the problems existing in the actual operation of local government behavior,and puts forward the corresponding optimization measures.Logically,the paper strictly follows the basic model of "raising problems-analyzing problems-exploring the root causes-solving problems".Specifically:The article is divided into six chapters.The introduction mainly introduces the topic selection background,literature review,analysis framework and research methods.The first chapter combs the core concept of characteristic towns,government function theory and government power theory.The development model of Lucheng shoe art town belongs to a typical market-oriented development model,that is,the government’s re integration and efficient utilization of various production factors,institutional factors and cultural factors in a specific space based on market demand.It is also a redefinition of the relationship between government and enterprises and between government and society,removing administrative constraints for enterprises and markets to occupy a dominant position in the construction of characteristic towns.Based on the historical changes of the development of characteristic towns,the second chapter analyzes the difficult process of Wenzhou shoe industry from prosperity to decline,and then to highlight the encirclement to glory,and deeply analyzes the operation characteristics of government behavior in Lucheng shoe art town.At different stages of development,Lucheng shoe art town shows the characteristics of multiple abandonment among institutional innovation subjects,focusing on the development of leading industries,emphasizing the limitation of government behavior,highlighting the dominant position of enterprises,adhering to“people-oriented” and highlighting the integration function of industry and city.The third and fourth chapters cut into the research theme,through the evaluation of the foundation and effectiveness of Lucheng shoe art Town,studied the advantages of Lucheng shoe art town in the development process,and summarized that Luchengshoe art town has learned to divide power and become a limited government since its cultivation and establishment;Focus on planning and be a promising government;Pay attention to the business environment and be a service-oriented government.It also analyzes the development difficulties faced in the construction of Lucheng shoe art town from the four dimensions of concept,planning,resources and public opinion response,which are mainly reflected in the four major problems: the conservative government development model,the lack of planning for the industrial development of the town,less available resources,and the disconnection between industrial planning and social public opinion,which makes it difficult to substantially improve the development of the town.The fifth chapter is to find the root causes according to the problems.The main reason is that the ideological innovation is not enough,which limits the development path of the town;Lack of scientific overall planning is difficult to meet the needs of town development;Resources have not been effectively integrated,and it is difficult to give full play to the agglomeration effect of small towns;The government’s public opinion response efficiency is insufficient and it is difficult to share the construction achievements.In chapter 6,in order to get out of the dilemma of town development,this paper deeply expounds the optimization path,puts forward targeted suggestions,and gives constructive suggestions to improve the market leading strategy.Based on the construction of market-oriented government behavior,first,take the market economic system as the key environmental variable,deal with the relationship between the government and the market,and build a promising government and effective market to meet the needs of market economic system reform.Second,we should scientifically coordinate the planning and construction of small towns and highlight the guiding role of the government.Third,optimize the allocation of resources and maximize the effectiveness of the cooperation of various elements.Fourth,establish and improve the government public opinion response guarantee mechanism,based on the above thinking,in order to promote the efficient and standardized operation of government behavior and better realize the return of government functions. |
