Study On Problems And Countermeasures Of The Implementation Of Targeted Poverty Alleviation Policy By Township Governments

The problem of poverty is a global problem.China,as one of the largest countries in the world,settling the problem of poverty will be of great significance to reduce poverty in the world.With the development of the rural society,the national poverty alleviation and development efforts have been enhanced.It is pointed out at the nineteen meeting of the party that winning the battle of poverty is the most important of the three battle and is to complete China’s first hundred years goal successfully and is to guarantee the comprehensive well-off society.In the nineteen major reports,general secretary Xi Jinping has repeatedly talked about the "people".He stressed the need to solve the problem of poverty in the poor areas and let the people of the whole country enter a well-off society in an all-round way,which is a solemn promise of the party to the masses.Over the past 5 years,poverty alleviation has made decisive progress,China Communist Party creatively put forward the precise poverty alleviation policy.The poverty reduction achievements have recorded human anti-poverty history of "brilliant chapter",which not only won the Chinese people’s approval,also won high praise from the international community.Precision poverty alleviation as a public policy,focuses on implementation.Whether a public policy can achieve the desired goal smoothly depends on whether the implementation of all levels of government is in place and smoothly.As the last government of policy implementation,the township government’s ability to implement accurate poverty alleviation policies is directly related to the achievement of precision poverty alleviation policies,and it is related to the vital interests of the broad masses of peasants and to the realization of the Chinese dream in the new era.This article,based on the basic level,considers the township government as the research subject.Through rural precise poverty alleviation poverty research work,we explore the township government’ problems and causes when implements the policy of precision poverty alleviation,then put forward countermeasures and suggestions to enhance the precise poverty alleviation policy’ implementation results.The full text is divided into six parts: Firstly,we elaborate the background of the study,the significance of the topic,and the research status at home and abroad.Then the related basic concepts and theoretical basis are introduced in detail,which provides a theoretical basis to analyze the township government’ implemention on precise poverty alleviation policy.Then it summarizes the changes and progress of China’s poverty alleviation policy in four stages,and the characteristics of precise poverty alleviation at the current stage.Second,we analyzed the implementation status,insufficiency,and causes when the township governments implements the precise poverty alleviation policy.Subsequently,taking the P town of Heilongjiang Province as the research object,the paper explores the policy of precision poverty alleviation in P Town,and draws the Enlightenment in implementing the township government’s policy of precision poverty alleviation.At last,according to the existing problems and the enlightenment,we put forword the the countermeasures and suggestions to improve the implementation effectiveness of the township government’s policy of precision poverty alleviation.The conclusion is that the implementation of township government policy is the key to the implementation of precision poverty alleviation policy.The township government to enhance the precise poverty policy implementation result will be the key to winning the battle out of poverty.
