Research On The Difficulties And Solutions Of Targeted Poverty Alleviation Policy Implementation Of Township Government

Targeted poverty alleviation is the essence and highlight of the Party and the state’s poverty alleviation work in the new era.It is a major decision,strategic deployment and exceptional measure of the CPC Central Committee with Comrade Xi Jinping at the core to meet new challenges and new requirements in poverty alleviation,and a path of poverty reduction with China’s own characteristics.Since 2015,China has made significant progress in poverty reduction and treatment.By the end of 2020,98.99 million people had been lifted out of poverty under current standards,and 832 poor counties had been lifted out of poverty as scheduled,making decisive progress in the fight against poverty.However,there is no denying that in some areas and certain areas,there are still some problems,such as inaccurate identification of poor households and non-poor households,"tabulated","documented" and "conference" assistance,lack of operability and pertinence of poverty alleviation measures,and the serious thinking of lazy people who "depend on others".In order to consolidate the accurate results for poverty alleviation,to ensure that people,because of the household,and by Shi Ce,stable income,a solid "two have three guarantees",effectively control the Chinese and new poverty,poverty engines and rural revitalization of effective connection,you need to strengthen the precision of villages and towns government poverty alleviation policy executive power,improve precision poverty alleviation policy execution.Therefore,under the new situation,it has become an urgent and important research topic to study the implementation of targeted poverty alleviation policies by township governments.This paper takes the People’s Government of X Township of Y County as an example,and based on the theoretical framework of Smith’s policy implementation process model,firstly introduces the research background and significance,research status at home and abroad,research ideas and research methods.It elaborates the basic concepts of targeted poverty alleviation and policy implementation,Smith’s policy implementation process model and the theoretical basis of rural governance theory.Secondly,on the basis of field research and on the premise of a detailed understanding of the specific measures and achievements of the targeted poverty alleviation policy implementation in X County and X Township of Y,the difficulties existing in the implementation of the targeted poverty alleviation policy in X were deeply explored: the poor households were not identified accurately enough,and the phenomenon of missing and wrong evaluation occurred frequently;Digital poverty alleviation,conference poverty alleviation,document poverty alleviation formalism phenomenon still exists in different degrees;Poverty alleviation by industry has the problems of lack of motivation,low effect and even partial failure.Some farmers are proud of poverty and still have a strong psychological dependence on others.Then,from the four elements of idealized policies,executing agencies,target groups and environmental factors,the paper analyzes the deep causes of these difficulties in the implementation process of targeted poverty alleviation policies by township governments.Finally,in view of the dilemma,this paper tries to put forward solutions:first,improve the design of policy scheme;Second,to strengthen the ability of the executive subject;Third,to stimulate the endogenous motivation of villagers;Fourth,create a good environment for implementation.It is hoped that these countermeasures can provide further reference direction for the implementation of targeted poverty alleviation policies,improve the implementation path of targeted poverty alleviation policies of township governments,improve the policy implementation effectiveness and governance ability of township governments,consolidate the achievements of poverty alleviation,and realize the effective link between poverty alleviation and rural revitalization.
