Study On The Predicament And Countermeasures Of Rural Governance By Law

The rule of law is an important guiding direction for China’s socialist construction and development.Improving the country’s governance system and enhancing the governance capacity of social entities are important tasks facing the Party and the country in the new era.The 19 th National Congress of the Communist Party of China put forward more specific requirements for the implementation of the urban-rural integration mechanism and the rural revitalization strategy,which is an important strategic direction for rural social development in the new era.In order to effectively promote the process of rural governance under the rule of law and change the shortcomings and deficiencies of the past rural governance,it is necessary to take specific areas as examples to investigate and study the situation of rural governance so as to comprehensively understand the reality,find and analyze the deficiencies and put forward corresponding solutions.Therefore,it is of great theoretical and practical significance to study the dilemma of rural governance by law.This paper selects X village of Dujiangyan city as the research object,and adopts literature research method,history and reality combination method,questionnaire survey method and summary induction method to carry out research.On the basis of summarizing the research status at home and abroad,the research defines the core concepts of rural governance,rural governance and rule of law,and then discusses the main principles of rural governance by law and the theoretical basis of the research.After that,the basic situation of X village in Dujiangyan city,including its geographical location,main economic sources and rural governance were briefly introduced,and the implementation effect of the legalization of rural governance in X Village in Dujiangyan city was sorted out.Then the questionnaire was distributed to local villagers and collected for analysis.Combined with the survey results,the main difficulties faced by the legalization of rural governance in X Village of Dujiangyan city are as follows: unclear rights and responsibilities of governance subjects,poor connection of governance norms,irregular operation of governance process,and inadequate protection of governance environment.This paper summarizes the experience of rural governance under the rule of law in developed countries,including the United States,Japan and South Korea,and obtains useful reference and inspiration through the summary of experience.The successful experience of rural governance by law in the United States,Japan and South Korea includes: perfect laws and regulations system,clear rights and responsibilities of governing subjects,standardized governance system and mechanism,and advanced rural legal culture.Based on reference and revelation,in combination with the related situation of dujiangyan city X village rural governance under the rule of law in the city of dujiangyan X village in rural governance under the rule of law of the main path: clear governance main body responsibility,improve the management standard system,build a scientific mechanism system,cultivating country under the rule of law culture,etc.,and better improve the ability of dujiangyan city X village rural governance under the rule of law.
