The Supply Of Rural Public Services In Zhanjiang Under The Background Of Rural Revitalization Strategy Research

Since the 21 st century,China’s governments at all levels have made great efforts to improve rural public services.Although progress has been made,the historical reasons of urban-rural dual structure,China’s rural development isn’t fast,and rural public services are in arrears.To rejuvenate the Chinese nation,revitalize the countryside,develop the countryside,increase agricultural income and enrich farmers,we must improve the of weakness in rural public.Revitalization strategy in the country and the creation of provincial deputy centre city context,zhanjiang anti-poverty battle has made significant achievements,due to the lack of overall planning,zhanjiang exists in rural environmental pollution,weak grassroots organizations,all kinds of agricultural problems such as insufficient funds,severely restricts the zhanjiang high quality development,therefore,Increase zhanjiang city rural public service supply is urgent.Under the background of the above,in order to achieve the effect of small to see big,the paper mainly studied the zhanjiang city of rural public service supply problems,the results show that Zhanjiang city in increasing the rural public service supply,efforts continue to make,For example,the supply of rural infrastructure has been strengthened,the supply of rural education has been improved,the supply level of rural medical and health care has been improved,the content of rural cultural supply has been enriched,and rural social security has been basically covered.However,there are still some problems in rural public services in Zhanjiang,such as insufficient total supply,imbalance of supply and demand structure,low willingness of villagers to participate in the supply of public services,low efficiency and quality of supply,etc.The reasons for these problems are deeply analyzed and found out from six aspects: Firstly,the restriction of urban-rural dual structure,secondly,the restriction of backward rural management system,thirdly,the restriction of financial guarantee mechanism of rural public service,fourthly,the deficiency of peasants’ main position,fifthly,the imperfect cultivation and introduction mechanism of talents,and sixthly,the relatively single supply subject.According to the experience of rural public service supply in Germany,Brazil,Hengfeng of Jiangxi,Ruicheng of Shanxi,Huizhou of Guangdong,Pingdu of Shandong,and Zhangjiagang of Jiangsu,and the author’s own perception of practical work,combined with relevant theories of public service,The paper comes up with some proposals,like insisting on the integrated development of urban and rural areas,constructing the multi-coordinated supply system of rural public service,optimizing the supply mechanism of rural public service,perfecting the financial guarantee mechanism of rural public service,innovating the content of supply service,such as supporting the construction of village-level public service stations and so on.
